About this file
This document contains a past performance relevancy matrix and details of a related federal contract opportunity for aircraft training systems. The matrix provides definitions and assessments of relevancy for a contractor's past performance as it relates to four technical subfactors: engineering and innovation, sustainment, courseware development and instruction, and program management. Relevancy is rated on a scale from very relevant to not relevant based on the scope, magnitude, and complexity of a contractor's past efforts. The related federal contract opportunity is for the Training Systems Acquisition IV program managed by the Air Force Life Cycle Management Center to competitively award multiple ID/IQ contracts to streamline acquisition and support of training systems. The predominant work will be sustainment activities including contractor logistics support, training systems support centers, and software upgrades to existing systems, along with some courseware development, instruction, and new system development.

Section M Attachment 1 TSA IV Past Performance Relevancy Matrix Section L, 5.2: Using the Past Performance Information Tool, explain how your performance is relevant to Technical Subfactors 1 through 4 for aircraft training systems. Aircraft training systems includes aircrew, maintenance, part task trainers, Live Virtual Constructive (LVC); as well as air traffic control; etc., for Federal agencies and commercial customers. Specifically describe and compare the type of work and scope of effort (including number of sites and trainers). Note: It is not the Government’s intent to analyze or associate any dollar values to the contract references provided in terms of defining magnitude of effort.
Note: A training location is defined as actively having aircrew or maintenance crew training at a given site.

Very Relevant
Present/Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Contractor has performed and managed technical management processes, hardware and software system concurrency modifications and upgrades, and integration of new technologies into Simulator environments which include performing change and configuration management and control on a military aircraft or equivalent aircraft training system.
Contractor has performed and managed Contractor Logistics Support (CLS), Training Systems Support Center (TSSC) and at least one of the following: Distributed Mission Operations (DMO), or Diminishing Manufacturing Sources and Materiel Shortages (DMS/MS) on a military aircraft or equivalent aircraft training system.
Contractor has provided and managed courseware development, student instruction, and training management for a military aircraft or equivalent aircraft training system.
Contractor has managed a military aircraft or equivalent aircraft training system program at a training location to include all of the following: Program Management, Risk Management, and Quality Assurance.
Unrestricted Pool: Provided evidence of meeting subcontracting goals, as appropriate.
