About this file
This document provides a proposal cross-reference matrix template for the Training Systems Acquisition (TSA) IV solicitation from the Air Force Life Cycle Management Center. The matrix requires offerors to correlate each paragraph in Volume II of their proposals to the relevant sections of the Statement of Objectives, Section L on instructions to offerors, and Section M on evaluation factors to aid the government's evaluation. It includes a sample format with example references but allows offerors flexibility in their own formatting. The TSA IV scope includes sustainment such as contractor logistics support and training support services for existing systems, courseware development and instruction, and development of new training systems. Multiple ID/IQ contracts will be competitively awarded to streamline acquisition and support of training systems.

PROPOSAL CROSS-REFERENCE MATRIX
FOR THE
TRAINING SYSTEMS AQCUISITION (TSA) IV
Solicitation #FA8621-21-R-0030

Section L, Attachment 1 – Proposal Cross-Reference Matrix
Cross Referencing To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information cross-referenced and required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall complete a cross-reference matrix which correlates the RFP with the offeror’s proposal for Volume II only. The cross-reference matrix shall reference the Proposal Volume/Paragraph and applicable SOO, Section L, and Section M paragraphs, and will not be included in the volume page count.
If this matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix. Additionally, to the extent this matrix discloses details as to the manner by which the Government intends to evaluate offeror’s proposals for award, Section M references in the matrix are for information purposes only, and the Government shall be obligated to evaluate proposals solely in accordance with the provisions of the Section M of the solicitation.
The following matrix is a sample of the information required. The offeror may use another format as long as it adheres to these instructions.
