The National Park Service seeks construction services for rehabilitation of Jacob Riis Park's front-entrance parking lot at Gateway National Recreation Area in Queens, New York, with proposals due June 3, 2026. This is a total small business set-aside under NAICS 237310, foreclosing competition outside the small business pool.

Place of performance is Jacob Riis Park, located on the Rockaway Peninsula south of Jamaica Bay between Fort Tilden and Neponsit, approximately 10 miles south of John F. Kennedy Airport. The project scope includes demolition of existing vehicular pavements, site fencing, signage, and bollards; construction of new vehicular pavement with automated fee collection infrastructure; razing of Building 609; installation of electrical and telecommunications utilities for the fee collection system; new anti-climb site fencing; pavement striping reconfiguration; ABA-accessible parking stalls and pedestrian walks; wayfinding signage; and parking lot lighting updates. Work comprises four mandatory contract line items (parking lot concrete improvements, ABA accessibility concrete improvements, pavement striping, and signage) and four optional items (6-foot and 4-foot anti-climb fencing, western concrete partial replacement, and variable message board).

The contract is firm fixed price with a maximum 200-calendar day performance period from Notice to Proceed. Contractor must begin within 10 days of the Notice to Proceed and furnish performance and payment bonds at 100 percent of contract price within 10 days of award. All work must comply with Secretary of Interior Standards for Historic Properties, National Park Service guidelines, MUTCD standards, and ADA accessibility standards. Construction must commence after Labor Day with a portion of the parking lot remaining open to the public. The project scope includes hazardous materials abatement for Building 609 demolition, with contractors pricing assuming typical asbestos-containing materials and lead-based paint subject to post-award verification and equitable adjustment. A Davis-Bacon prevailing wage determination applies. Collateral damage recovery remains TBD pending ongoing site conditions. Proposals must include technical volume addressing technical approach and key personnel experience, and business volume with certified cost or pricing data, representations and certifications, and subcontracting worksheet. Evaluation uses a best value tradeoff considering technical approach, key personnel experience, past performance, and proposed pricing. A bid guarantee of 20 percent of total proposal price or $3 million, whichever is less, is required. Amendment 0004 (effective June 1, 2026) confirms electrical permits are required.

Jacob Riis Park is part of the Jamaica Bay Unit located on the Rockaway Peninsula south of Jamaica Bay, between Fort Tilden and Neponsit. Jacob Riis Park is located south of New York City, south of Floyd Bennett Field, on Beach Channel Drive.Starting from John F. Kennedy Airport, the project location is about 10 miles south on Belt Parkway and 3.2 miles south on Flatbush Avenue just across the Marine Parkway Bridge.
