About this file

This is Amendment 0003 to Solicitation 140P2026R0038, issued by the National Park Service (NPS), Department of the Interior (DOI), DSC Contracting Services Division in Denver, Colorado. The amendment is effective April 16, 2026, and addresses eight questions submitted by potential offerors regarding project scope clarifications.

The amendment clarifies that cashless payment interface hardware is outside the general contractor's scope, with the GC responsible only for providing power, communication cabling, and related infrastructure. Security and license plate reading cameras are to be installed by the general contractor per the reconciliation matrix on drawing sheet T0.1, with requirements detailed on sheet T2.0. Regarding site preparation, contractors must remove vegetation and install new joints as needed for new concrete work activities, with vegetation in other areas made flush with pavement to prevent painting impediments. Archeological monitoring will be provided by the government, not the contractor. For hazardous materials abatement, contractors must reference the attached PRIZIM report dated May 2009, provide testing and results reports to verify roof hazards prior to demolition, and submit pricing assuming the roof is hazardous, with deductions applied if testing determines otherwise. The government declined a requested bid date extension, confirming the proposal due date remains June 3, 2026, at 9:00 a.m. Mountain Time. All amendments must be signed and submitted with proposals.

The purpose of amendment 0003 is to answer questions.

Question 1: Please confirm scope of cashless payment system. Civil drawings say N.I.C, installed by owner. Electrical show bringing power to the location. Technology plans say, "card reader and/or touch to pay shall be pedestal mounted".

Answer 1: Cashless payment interface hardware items are not in this scope. GC to provide power, communication cabling, and other items as described in the CDs.

Question 2: Please provide basis of design for cashless payment system if contractor is to furnish and install.

Answer 2: N/A - refer to answer above.

Question 3: Please confirm scope of camera/security system. Civil drawings show installation of pole for future camera license plate reader. Technology plans show installing new security cameras and license plate readers.

Answer 3: Security and license plate reading cameras are to be installed by GC (refer to reconcibility matrix on sheet T0.1). Government is unable to provide basis of design products.

Refer to sheet T2.0 for camera requirements.

Question 4: There is a lot of weed growth in the existing to remain areas of the parking lot. With regard to the pavement marking, should there be any weed eradication

/elimination to the existing weeds, or should we assume we'll paint over them.

Answer 4: Remove vegetation and install new joints as needed for new concrete work activities, or as otherwise specifically noted in the CDs. In other areas, vegetation shall be made flush with the pavement so as not to impede painting operations.

Question 5: Please clarify if the contractor is responsible for archeological monitoring during excavations.

Answer 5: Archeological monitoring will be provided by the government.

Question 6: In regard to Q&A #5 and including itemized pricing for hazmat abatement: For bidding purposes, please provide assumed quantities, so all bidders can make the same assumptions.

Answer 6: Please disregard previous line-item response (Additional Questions 5/15/26 #6).

See the attached report by PRIZIM, dated May

2009 for the removal of Hazardous material.

Provide testing and a results report to the CO for the roof to verify that it is hazardous prior to demolition. Provide pricing for the roof as if it is hazardous. If it is not, there will be a deduction for actual removal.

Question 7: Will an updated price schedule with an optional unit priced CLIN for each assumed material requiring abatement be provided?

Answer 7: No - refer to answer for additional question #6 above.

Question 8: We would like to respectfully request a bid date extension, as additional time is needed to thoroughly analyze the project and prepare the most competitive proposal possible. Several of our subcontractors have also requested additional time in order to provide the most accurate and competitive pricing.

Answer 8: The government respectfully declines a time extension as one has already been issued.

All other terms and conditions hereby remain unchanged. The due date is still June 3, 2026, at 9:00am MT.
