About this file
This is Amendment 0001 to a federal solicitation (140P2026R0038) issued by the National Park Service (NPS), DSC Contracting Services Division located in Denver, Colorado. The amendment extends the proposal due date from June 2, 2026, to June 3, 2026, at 9:00 AM MT, with submissions required via email to Rachel Dyer at Rachel_dyer@ios.doi.gov.
The amendment addresses seven questions and answers clarifying solicitation requirements. Key clarifications include: (1) Certified Cost and Pricing Data (FAR 52.215-20) is required in all contracts and cannot be removed; (2) the Site Supervisor can perform all duties except quality control manager responsibilities; (3) epoxy-coated reinforcing bars, dowels, and welded wire reinforcement are required, conforming to ASTM A775, A934, and A1060 standards; (4) the vehicle barrier gate system shall be off-the-shelf with a replaceable arm and shall connect with different infrastructure types; (5) CLIN 2 covers all concrete work related to the blue Proposed Accessible Pedestrian Pathway line on drawing C2.1, including demolition and cast-in-place concrete improvements for ABA accessibility; (6) selective concrete replacement in the 6-inch reinforced concrete pavement area assumes 50% panel removal and replacement on a panel-by-panel basis; and (7) the 4-inch reinforced concrete pavement area similarly assumes 50% panel removal and replacement. Offerors must acknowledge receipt of this amendment prior to the revised proposal deadline.

The purpose of amendment 0001 is to answer questions and extend the due date.
1. The due date of proposals is hereby extended from June 2, 2026, to June 3, 2026, due at
9:00am MT to Rachel Dyer via email at
Rachel_dyer@ios.doi.gov.
2. Question 1: Refer to Solicitation Section L, paragraph F.3. Please confirm the requirement for Certified Cost and Pricing Data (Refer to clause 52.215-20), as part of the technical proposal. This is typically required for change orders after a contract is awarded or a sole source contract, not a competitive bid.
3. Answer 1: This is now required in all our contracts. We cannot remove it.
4. Question 2: Refer to section 01 40 00, paragraph 1.5.B.1 & 2. Please confirm if the site supervisor can perform other duties, including the quality control manager/quality control supervisor and site safety health officer. If not, please confirm if the QCM can also perform SSHO duties. The reference specification is contradictory.
5. Answer 2: The Site Supervisor can perform all duties with the exception of the quality control manager.
6. Question 3: Please confirm if concrete reinforcing mesh, bars, dowels, etc. should be galvanized or epoxy coated. Spec section 32 13
13 and detail D/C6.1 doesn't specify a coating/finish. NYCDOT Section #2.25
(referenced in detail) also does not specify a coating/finish.
7. Answer 3: Please use Epoxy¿Coated
Reinforcing Bars and Dowels. Epoxy coating shall conform to ASTM A775 (fusion¿bonded epoxy¿coated steel reinforcement) or ASTM A934
(epoxy¿coated prefabricated steel reinforcement). Please use Epoxy¿Coated Welded
Wire Reinforcement (WWR) Epoxy coating for welded wire reinforcement shall conform to ASTM

8. Question 4: Is there a basis of design for the vehicle barrier gate system?
9. Answer 4: No there is not. Please see the detail on C6.8. The gate shall be off the shelf from a manuf. and shall have a replaceable arm. It shall be able to connect with different types of infrastructure.
10. Question 5: Please highlight the areas of work to be included in CLIN 0002 - ABA
Accessibility. Is it all the areas associated with the blue dashed line on C2.1?
11. Answer 5: CLIN 2 covers all concrete work shown in areas related to the blue Proposed
Accessible Pedestrian Pathway line on C2.1.
Refer to the contract line-item definition chart on G1.3: CLIN 2 ABA Accessibility includes "The demolition of existing pavements
& proposed placement of cast in place concrete improvements to meet ABA Accessibility at walks, ramps, and crossings".
12. Question 6: Please confirm quantity of selective removal of 6" reinforced concrete pavement shown on D1.4 & D1.5. Notes states to assume removal of 50% of 58,385 SF (approx.
29,192SF), but C2.5 and 2.6 keynote and legend appear to be 100% replacement. Please confirm.
13. Answer 6: The areas shown for selective concrete replacement are overall areas of concern. The concrete in these areas is to be evaluated on a panel-by-panel basis (refer to jointing plan shown) for selective replacement.
All concrete replacements are to be full panel replacements (joint to joint). For bidding, assume 50% of the panels will be removed and replaced.
14. Question 7: Please confirm quantity of selective removal of 4" reinforced concrete pavement shown on D1.7. Notes states to assume
