About this file

This document is an asbestos-containing building material survey report prepared for the National Park Service's Gateway National Recreation Area, Jamaica Bay Unit, covering three facilities: Floyd Bennett Field, Fort Tilden, and Riis Park.

The survey was conducted in 2008 by GRB Environmental Services, Inc., under contract to PRIZIM, Inc., to estimate friable and non-friable asbestos-related cleanup costs in compliance with Federal Accounting Standards Advisory Board (FASAB) guidance, specifically Technical Bulletin 2006-1. A total of 74 buildings spanning approximately 600,000 square feet were surveyed using visual inspections and bulk sampling analysis. Materials presumed to contain asbestos that were not sampled included 9x9-inch floor tile, spray-on fire-proofing applied before 1980, and suspected transite wall board. Bulk samples were analyzed using Polarized Light Microscopy (PLM) with dispersion staining at a New York State certified laboratory, with confirmatory Transmission Electron Microscopy (TEM) analysis performed on 14 inconclusive samples from Hangar B.

The survey identified estimated total abatement costs of approximately $19.168 million across all three facilities. Cost estimates were developed by two independent contractors—GRB and Apex Companies LLC—with rates ranging from $4.50–$7.00 per square foot (Apex) to $15.00–$20.00 per square foot (GRB), reflecting different methodologies and market assumptions. Costs included mobilization and demobilization (15%), contractor fees, air monitoring, abatement design ($6,700 flat rate), and oversight ($9,800 flat rate). Individual building reports, facility maps, aerial photographs, surveyor accreditations, and GRB's New York State Asbestos License were included as appendices to support the financial recognition of environmental cleanup liabilities.

EXECUTIVE SUMMARY

GATEWAY NATIONAL RECREATION AREA – JAMAICA BAY UNIT

Background Under Technical Bulletin 2006-1, Recognition and Measurement of Asbestos-Related Cleanup Costs, federal entities, including the National Park Service (NPS) are required to (1) estimate both friable and nonfriable asbestos-related cleanup costs, and (2) support recognition of liability and related expense for those costs that are both probable and reasonably estimable, consistent with the current guidance in Statement of Federal Financial Accounting Standards (SFFAS) 5, SFFAS 6, Chapter 4: Cleanup Costs, and Technical Release (TR) 2. This requirement will be effective for reporting periods beginning after September 30, 2009.

The NPS contracted PRIZIM, Inc. (PRIZIM) to (1) estimate both friable and nonfriable asbestos-related cleanup costs, and (2) support recognition of liability and related expense for those costs that are probable and reasonably estimable, consistent with the Federal Accounting Standards Advisory Board (FASAB) accounting guidance. Information obtained through this pilot project will be used by the NPS Washington Area Service Office (WASO) Environmental Management Program (EMP) to develop an Asbestos Assessment Program and by the WASO Environmental Cleanup Liability (ECL) Program to collect the necessary data to comply with Technical Bulletin 2006-1 (prior to the impending financial reporting deadline).

The NPS has initiated this effort as a pilot project at three parks including Gateway National Recreation Area (GATE). GATE has three units and this evaluation covers the Jamaica Bay (JABA) unit.

Project Scope The scope of this pilot project included the estimation of both friable and nonfriable asbestos-related cleanup costs at JABA. The pilot project efforts shall support recognition of liability and related expense for those costs that are probable and reasonably estimable, consistent with the current guidance in SFFAS 5; SFFAS 6; and TR 2, and as clarified by Technical Bulletin 2006-1.

The scope of work included obtaining available asbestos-related survey data, to the extent it existed, from selected structures within JABA. Available asbestos-related information (e.g., survey reports, abatement records) was requested from Ms. Kathleen Cuzzolino, GATE Environmental Protection Specialist, for a preliminary review to conduct a gap analysis with informational requirements. As a result of this gap analysis, PRIZIM concluded that it was necessary to conduct a site visit to obtain a comprehensive inventory of asbestos-containing materials (ACM) for JABA. PRIZIM subcontracted GRB Environmental Services, Inc. (GRB) to inventory confirmed or assumed ACM, interview site personnel, visually survey the interiors and exteriors of site structures, and collect and analyze bulk samples (where necessary) at the JABA unit.

Following identification, delineation, and quantification of ACM within the structures included within JABA, an estimation of associated removal costs was performed on an individual basis, by structure.

2.0 Assessment of Existing Data

Available asbestos-related information was reviewed to assess the possible extent of its use to support the recognition and measurement of asbestos-related cleanup costs consistent with FASAB requirements. The existing information underwent a preliminary review to evaluate the scope of previous efforts, associated findings, and whether the data is sufficient or shall require supplemental survey efforts. GRB reviewed and verified existing data to narrow the list of structures requiring sampling. Findings are listed in detail in the report prepared by GRB, included as an Appendix to this Executive Summary.

3.0 Survey, Sampling, and Analysis Activities

Scope Existing asbestos-related information was used to support measurement of ACM removal and disposal associated with ACM cleanup to the extent that adequate information was available.

Where asbestos-related information was inadequate, or unavailable, supplemental survey and sampling efforts were required.

After reviewing JABA’s existing asbestos-related information, GRB and the park identified a list of 74 buildings requiring a supplemental survey. These structures are located within three facilities, identified as Floyd Bennett Field, Fort Tilden, and Riis Park.

Appropriately accredited personnel from GRB performed the sample collection in accordance with applicable regulations and guidelines established by the United States Environmental Protection Agency (USEPA), Occupational Safety and Health Administration (OSHA), as well as State and local regulations as appropriate.

Survey and Sampling Procedures Building identification information for each park unit was obtained using the Facility Management Software System (FMSS). Bulk sampling and visual inspections were performed in all accessible areas of each identified building. The following materials were presumed to contain asbestos and were not sampled at any of the park units:

9 x 9-inch floor tile;

Spray on fire-proofing and decorative materials applied/installed prior to 1980; and Suspected transite wall board.

GRB and park staff identified 74 buildings which were to be evaluated for ACBM. GRB personnel conducted a visual survey of the interior and exterior of these identified structures, estimated quantities of suspect ACM observed, collected bulk samples of suspect ACM in designated buildings, documented the current condition of friable and non-friable suspect ACM observed; assessed friable suspect ACM, and used photographs to document each facility surveyed and each ACM identified. Where access to buildings was limited, GRB attempted to examine building interiors through accessible windows.

Analysis Procedures Bulk samples were delivered to EMSL’s New York State certified laboratory where they were analyzed for asbestos using Polar Light Microscopy (PLM) and dispersion straining. Pursuant to a discussion between GRB and PRIZIM, confirmatory Transmission Electron Microscopy (TEM) analyses were conducted on 14 samples from Hangar B to confirm/refute the presence of asbestos. TEM analyses are recommended for Non-friable Organically Bound (NOB) materials which reveal negative results by PLM methodology.

Data Management Survey data, analysis results, photographs, and surveyor qualifications are documented in the Final Asbestos Reports developed by GRB. Additionally, the following survey data was put into a spreadsheet to be uploaded into the Facility Management Software System (FMSS): Facility Data (e.g., park information), Building Data, Suspect Material Data, Room Detail, Bulk Sample Data, and ACM Data.

4.0 Recognition and Measurement of Asbestos-Related Cleanup Costs

Scope The recognition and measurement of asbestos-related cleanup costs consisted of: identification of cost elements to be considered, document of previous expense, computation of current expense, estimation of future expense, and a calculation of clean up costs using the NPS provided Cost Estimating Software System (CESS).

Measurement of Asbestos-Related Cleanup Costs JABA cost estimates have been developed by two independent contractors, GRB and Apex Companies LLC (Apex). The estimates provided by GRB are based on general rates according to the type of material. The estimates provided by Apex are based on general rates according to the type of material, and are tailored to account for the size and spaces where the materials are found. The estimates vary substantially and represent the range of estimates which may be returned if the work goes out for bid. The estimates have been created for each building and are presented in Sheet F of the Excel documents.

All estimates assume that buildings will be abated entirely, rather than by material or space.

Abating small areas alone raises cost substantially, due to required costs for mobilization and air monitoring which add substantially to small projects. The estimates are an approximation of overall abatement costs as many areas, such as roof membranes, could not be sampled directly and had to be assumed. Many of these assumed areas will not contain asbestos and so, the rates will ultimately be substantially lower. Details of the final costs relative to estimated costs are discussed in the Report.

Estimates vary by contractor and method of calculation. GRB is the engineering firm which conducted the asbestos survey. The cost estimates provided by GRB are based on rates between $15.00 per ft² (sf) for ceiling tile to $20.00/sf for roof shingles. Each building has been assessed an additional contractor mobilization fee of 15%, a flat rate for design of $6,700.00, and a flat rate for oversight, of $9,800.00.

In order to confirm the cost estimates provided by GRB, PRIZIM contracted Apex Companies LLC (Apex), an engineering and construction management firm based in Rockville, MD. Apex has been responsible for a wide range of asbestos abatement projects ranging from large factories to small offices, and has extensive experience contracting for government projects. The Apex rates for abatement are substantially lower than those stated by GRB and range between $4.50/sf for roofing shingle to $7.00/sf for ceiling tile. These rates are adjusted to account for worker efficiency when working in large and small areas. When calculating total project costs, Apex adds 20% for air clearance and monitoring, and 10% for abatement design to their rates for each project.

The estimates from GRB and Apex vary substantially. For instance, the cost estimates for abating the roof of Bay 1 are $48,700.00 (GRB) and $14,560.00 (Apex). The estimates for abating the variety of materials in Building 26 are $216,991.00 (GRB) and $68,198.00 (Apex).

GRB reports that their prices will be relevant into the future, and are consistent with abatement planning. Apex reports that their estimates represent costs for which they would complete work today, and are a reasonable expectation of current market prices. Because the Apex rates represent what it would cost to abate the materials now, the costs developed in CESS were designed to reflect the costs provided by Apex.

The following tables describe the estimated costs for abatement of asbestos-containing areas at

1.0 INTRODUCTION

On behalf of the National Parks Service (NPS), PRIZIM Inc. (PRIZIM) is working with Gateway National Recreation Area (Park) to estimate (order-of-magnitude) the potential liability and related expense of asbestos-containing material (ACM) abatement and disposal, consistent with the Federal Accounting Standards Advisory Board (FASAB) accounting guidance. The scope of the work is the Jamaica Bay Unit of the Park. Facility Maps and Aerial Photographs are provided in Appendix A of this report.

PRIZIM’s responsibility is to coordinate data gathering, and organize the ACM data for input into a NPS cost-estimating software tool. GRB Environmental Services, Inc. (GRB) was retained by PRIZIM to collect ACM data from selected sites while following accepted standards of practice.

2.0 OBJECTIVE

The primary objective was the estimation of both friable and non-friable asbestos-related cleanup costs at the Park. The project efforts support the recognition of liability and related expense for those costs that are probable and reasonably estimable, consistent with the Federal Accounting Standards (SFFAS) 5; SFFAS 6; and Technical Release (TR)2, and as clarified by Technical Bulletib 2006-1. Using data provided by Park staff, PRIZIM developed an initial list of 70 buildings to be surveyed for asbestos. A subsequent meeting was held on June 19, 2008 between GRB and Park facility staff wherein the list of 70 structures was modified by adding several buildings and deleting other buildings to the original list to arrive at a revised total of 74 structures. The revised list of 74 buildings is presented in Section 3 of this report. The 74 structures are located within three separate facilities designated as Floyd Bennett Field, Fort Tilden, and Riis Park. Figure 2-1 provides an area map of the facilities surveyed.

3.0 METHODOLOGY

Pursuant to the solicitation dated May 16, 2008, GRB commenced the field surveys on Monday June 22, 2008. The GRB Field Manager provided coordination of the field teams and QA/QC support during the entire field effort which lasted approximately three weeks. The following general activities were performed during the field effort:

Survey and Sampling

Conducted a visual survey of the interior and exterior of the identified structure to identify suspect ACM;

Verified existing data, to the extent information was available, to reduce, or eliminate supplemental sampling (e.g., age of buildings, structures, etc.);

Estimated quantities of suspect ACM observed;

Collected bulk samples of suspect ACM in designated buildings;

Documented the current condition of friable and non-friable suspect ACM observed;

Assessed friable suspect ACM observed; and Used photographs to document each facility surveyed and each suspect asbestos-containing material identified.

FIGURE 2-1

AREA MAP OF SURVEYED FACILITIES

GRB Environmental Services, Inc. 2

Limitations Appropriately accredited GRB personnel performed bulk sample collection for suspect building materials. In several instances, access to buildings was severely limited due to safety reasons (unknown structural integrity, boarded up windows and doors, overgrowth of shrubs/trees, etc.).

Occasionally, no keys were available to unlock the doors, and since several buildings were occupied, no access to the interior was feasible for several of the structures. Under these circumstances, GRB personnel attempted to examine the building interiors through accessible windows and take photographs of interior areas. Additional information was also compiled through interviews of available facility personnel.

Asbestos surveys were performed in accordance with applicable regulations and guidelines established by the U.S. Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), as well as, State and local regulations as appropriate. To support future demolition, renovation, or construction work, the asbestos surveys were performed in a manner consistent with the requirements of the EPA existing National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations. Accordingly, ACM identified by the survey efforts was categorized according to NESHAP regulations as Regulated Asbestos- Containing Material (RCAM), Category I Non-Friable ACM, or Category II Non-Friable ACM.

The following general procedures were employed by GRB personnel during the course of the field surveys:

General Procedures

Interviewed appropriate site personnel to obtain information regarding current facility operations, as well as planned modifications to the facilities.

Walk-throughs of accessible interior and exterior areas of the facility to identify suspect

ACM;

Field verification and assessment of data;

Collection of bulk samples of suspect ACM for subsequent PLM analyses;

Documentation of:

- Building information;

- Suspect homogenous materials observed;

- Bulk sample collection locations;

- Functional space information;

- Condition of friable & non-friable suspect ACM observed (i.e., poor, fair);

- Assessment of friable suspect homogenous materials observed; and

- Dimensions and quantification of areas identified.

Photo Documentation In addition, digital photographs were taken of the exterior of each building or structure which was surveyed. Photographs were properly identified, logged, and filed to support the reference between the identified ACM and estimated elements of removal and disposal cost. When GRB was able to gain access to building interiors, photographs were also acquired.

Sample Analysis Bulk samples were collected in accordance with NESHAP regulations by AHERA accredited inspectors. As per the RFP, destructive sampling was not performed. Additionally, the following materials were presumed to contain asbestos and accordingly, were not be sampled:

GRB Environmental Services, Inc. 3

9 x 9-inch floor tile Spray on fire-proofing and decorative materials applied/installed prior to 1980 Suspected transite wall board.

Bulk samples were delivered to a EMSL’s New York State certified laboratory wherein they were analyzed for asbestos. All samples were analyzed using Polarized Light Microscopy (PLM) coupled with dispersion staining. Samples were analyzed with a 4 day turn around time (TAT).

Consistent with industry practice, PLM analytical results of resilient floor tile or other organically bound materials indicating less than 1 percent (%) asbestos present.

Please note that pursuant a discussion between GRB and PRIZIM, a decision was made to perform confirmatory TEM analyses on several samples which were inconclusive for asbestos using PLM. Specifically, 14 inconclusive bulk samples collected from Hangar B (Floyd Bennett Field facility) were subsequently analyzed using TEM to confirm/refute the presence of asbestos.

Reporting GRB developed a template for a datasheet that was used in the field to document relevant technical information and observations for each of the 74 facilities. Specifically, the datasheets for the facilities provided estimated quantity take-offs of ACM, order-of-magnitude abatement cost estimates, photo-documentation of the sites, and back-up information as deemed appropriate. The individual building reports (datasheets) are compiled in this report (Appendix B) in a format that provides the information requested in the RFP.

As previously indicated, a total of 74 units/structures (total in excess of 600,000 square feet) were surveyed from three separate facilities to determine the existence of ACM. The three facilities were Floyd Bennett Field, Fort Tilden, and Riis Park. A list of the buildings that were surveyed is provided below in Table 3-1.

4.0 COST ESTIMATION

The following information and assumptions were utilized in calculating the estimated asbestos abatement costs:

Mobilization and Demobilization that include containment materials and labor associated with containment construction, health and safety supplies, equipment, waste bags, power, etc.

Abatement Unit costs include labor, abatement, waste transportation, and disposal.

Third party air monitoring Filing fees Abatement design, drawings, inspection, and contract specifications Abatement oversight and final report

Individual unit costs are found within Tab 8 of each facility spreadsheet. Quantities were estimated in the field based on observations and/or past experience. Unless the asphaltic roofs on the structures appeared to be new, it was assumed that they contained asbestos and required abatement. In most cases, the roofs were considered to contain asbestos and represent a majority of the costs. During the final design phase, it is recommended that the roofing materials be sampled and analyzed to confirm or refute the presence of ACM in an effort to minimize expenditures. Costs presented are order-of-magnitude and should be refined during the final

GRB Environmental Services, Inc. 5 design phase. However, the estimated costs presented herein are based upon reasonable assumptions and professional judgment and should be acceptable for budgetary purposes.

5.0 FINDINGS AND SUMMARY OF ABATEMENT COSTS

As previously indicated, a total of 74 units/structures (total of approximately 600,000 square feet) were surveyed to determine the existence of ACM. A list of the buildings that were surveyed as well as the estimated abatement cost is provided below in Tables 5-1, 5-2, and 5-3.

Notes:

1. Buildings 133-136 were occupied during the asbestos inspections. The roofs on these buildings appeared to be relatively new and did not consist of suspect ACM. Although the interiors of these buildings may have been abated during the roof renovations and replacement, this could not be verified. In the absence of interior inspections or other information, no abatements costs could be assigned for these structures.

Review of the information for Fort Tilden in Table 5-1 indicates that estimated asbestos abatement costs are anticipated to be approximately $2,200,000 +/- $220,000 (10%).

Review of the information for Riis Park in Table 5-3 indicates that estimated asbestos abatement costs for these buildings are anticipated to be $970,000 +/- $97,000 (10%).

If the information from Tables 5-1, 5-2, and 5-3 are tabulated, the total estimated asbestos abatement cost for the three facilities (74 buildings) is $19,168,000 +/- $1,900,000 (10%). For budgetary purposes, $20 million should be set aside.

Abatement cost estimates, abatement design, and contract specifications were developed on a per building basis. Unit costs are based on costs associated with asbestos abatement within New York City. A 15% mobilization and demobilization cost was added to the total abatement cost for each building. Such costs took into consideration of filing fees, materials, and equipment.

Non-destructive inspections were performed and no design drawings and/or specifications for each building were provided to GRB. Therefore, when final design and bid documents are develop verification of quantities and thorough inspections will be required to capture any ACM that might be found behind walls, in ceilings, or attics. Access to these areas was not possible at each building due to a variety of reasons (e.g., safety, residential homes occupied by families, no key, etc.).

As previously indicated, specific information on each building is found in Appendix B.

Appendix C contains inspector’s credentials and Appendix D presents a copy of GRB’s corporate New York State Asbestos License.

6.0 CONCLUSIONS

GRB believes that the costs developed and presented herein, represent a reasonable order-of-magnitude estimate of the anticipated abatement costs in 2008 dollars. However, should a contract be issued that would cover all sites, it is anticipated that a savings may be incurred in response to economies of scale.
