About this opportunity
The Federal Aviation Administration seeks qualified contractors to provide Second Level Engineering Services, including engineering and technical support for National Airspace System (NAS) facilities, systems, and equipment. Key services encompass project management, technical management, configuration management, documentation support, software and hardware engineering, direct field support, and installation support across multiple engineering disciplines such as computer science and electrical engineering. The FAA will evaluate proposals using a best-value tradeoff source selection process, with technical factors being significantly more important than past performance, and past performance being more important than cost. Contractors must demonstrate substantial past performance on similar contracts valued over $100 million, with a minimum of 200 Full-Time Equivalents (FTEs) for 24 consecutive months. Questions regarding project specifications must be submitted via email to Cilony.Alejandro@faa.gov no later than 5:00 p.m. Central Time on November 18, 2025, with proposals due by 5:00 p.m. Central Time on December 1, 2025.
This solicitation is exclusively set aside for Socially and Economically Disadvantaged Businesses (8(a)) certified by the Small Business Administration under NAICS code 541330, with a size standard of $47.0 million. The contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) award structured with Time and Materials, Firm Fixed Price, and Cost Reimbursable line items, with a maximum dollar value of $50 million per task order. The base contract period is one year with four optional one-year extensions, plus a 30-day transition period, resulting in a potential five-year performance timeline. Primary work will be performed at the Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma, the National Weather Service's Radar Operation Center in Norman, Oklahoma, and the William J. Hughes Technical Center in Egg Harbor Township, New Jersey. The FAA anticipates staffing of over 500 Full-Time Equivalents across the contract period, with the expected contract start date in January 2026, and all contractors must be registered in the System for Award Management (SAM) by the proposal due date.
