About this opportunity
The Federal Aviation Administration (FAA) is seeking a Second Level Engineering Services contract to support the National Airspace System (NAS) equipment and systems. The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Time and Material, Firm Fixed Price, and Cost Reimbursable line items. Primary work locations include the Mike Monroney Aeronautical Center in Oklahoma City, the National Weather Service's Radar Operation Center in Norman, Oklahoma, and the William J. Hughes Technical Center in New Jersey. The contract will use a two-phase evaluation process, with technical factors significantly more important than cost/price considerations. Key dates include a pre-proposal conference on March 12, 2025, with questions due by March 6, 2025, and proposals due by April 4, 2025.
The procurement is exclusively set aside for Socially and Economically Disadvantaged Businesses (8(a) Program) under NAICS code 541330 with a size standard of $47.0 million. The contract structure includes a one-year base period with four one-year option periods and a 30-day transition period. While the total contract ceiling is $700 million, individual task orders can have a maximum value of $50 million. The incumbent contractor currently employs approximately 500 personnel, and potential offerors must demonstrate experience managing engineering contracts valued over $100 million and have exclusively employed and managed at least 200 full-time employees simultaneously for two years. Offerors are required to have a minimum line of credit of $5 million and must be registered in the System for Award Management (SAM).
