This is a Solicitation (Request for Proposal) for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Engineering Services and Technical Support to the Federal Aviation Administration's (FAA) Operations Support Second Level Engineering (SLE) Groups. The contract is set aside exclusively for Socially and Economically Disadvantaged Businesses (8(a)) certified by the Small Business Administration under NAICS code 541330, with a size standard of $47.0M. The base contract period is one year with four one-year option periods and a 30-calendar day transition period.
Key services include engineering and technical support for National Airspace System (NAS) systems and equipment, primarily performed at the Mike Monroney Aeronautical Center in Oklahoma City, the National Weather Service's Radar Operation Center in Norman, Oklahoma, and the William J. Hughes Technical Center in Egg Harbor Township, New Jersey. The contract will use multiple pricing arrangements including Firm-Fixed-Price, Time-and-Materials/Labor Hour, and Cost Reimbursement. The maximum dollar value per task order is $50,000,000. Proposals are due by 5:00 p.m. Central Time on December 1, 2025, and will be evaluated on a best-value tradeoff basis, with technical factors being significantly more important than past performance, and past performance more important than cost.

(4) Request and Review. The Operations Support Second Level Engineering (SLE) Groups serves as the Federal Aviation Administration’s (FAA) premiere level Subject Matter Experts for National Airspace System (NAS) systems and equipment. The Operations Support Second Level Engineering Groups are a national organization that provides second-level engineering support that directly affects the safety of the flying public. The Groups are primarily based at the Mike Moroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma; the National Weather Service’s Radar Operation Center (ROC) in Norman, Oklahoma; and the William J. Hughes Technical Center (WJHTC)in Egg Harbor Township, New Jersey and provide engineering support to the FAA’s NAS which includes working in all 50 states, territories, and in other countries. In addition, the FAA works in conjunction with the Department of Defense in support efforts. Some contractor positions will be located remotely in other states.
The FAA contemplates award of one ID/IQ, Time and Material contract with Firm Fixed Price and Cost Reimbursable line items. The contract period of performance is a one year base and four (4) one year option periods. This award will incorporate a transition period of up to 30 calendar days prior to the start of official contract performance. This contract will be awarded inclusive of the base and all options (if exercised). Options will be priced and evaluated for award purposes as a part of the offeror's proposal in accordance with AMS Clause 3.2.4-31 (April 1996).
The FAA intends to utilize Best Value-Tradeoff source selection procedures to make an integrated assessment for award decision. This section of the SIR provides guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror’s proposal must include all data and information requested by this SIR and must be submitted in accordance with these instructions. The offer shall also be compliant with the requirements as stated in the Statement of Work and Contract Data Requirements Lists (CDRLs). Non-conformance with instructions provided in this SIR may result in an unfavorable proposal evaluation.
This acquisition will be set-aside exclusively for competitive award among Socially and Economically Disadvantaged Businesses (SEDB (8(a)) that are expressly certified by the Small Business Administration (SBA) for participation in the SBA’s SEDB (8(a)) program. To be considered the vendor must be classified as a small business under the North American Industry Classification System (NAICS) code 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons), with a size standard of $47.0M.
If the offeror intends to propose as an SEDB(8(a)) certified business and the 8(a) is structured as a teaming arrangement, partnership, joint venture, etc. then the term "offeror” or “vendor" shall apply to the prime SEDB (8(a)) certified contractor team entity. This arrangement must be registered and corporately identified as a single entity (i.e. single SAM registration UEI, CAGE Code) and certified as an 8(a) company.
All offeror's will be required to show verification of 8(a) status. Verification will be demonstrated by providing the FAA with the Small Business Administration (SBA) 8(a) certification letter submitted as required in L.10, table L.1 of Volume I.
If the vendor has, teaming partners (subcontractors or parent or other related subsidiary/sister), or is a joint venture it is important they specifically describe their relationship and work performed by each.
Information submitted by a subsidiary company of an Alaskan Native Corporation (ANC) or Indian Tribal Organization (ITO) specifying performance by a parent or other related subsidiary/sister of the ANC or ITO will be considered for evaluation purposes of Experience and Past Performance.
The offeror’s proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offeror’s proposal should not simply rephrase or restate the Government’s requirements but rather must provide convincing rationale to address how the offeror intends to meet these requirements.
