About this opportunity

The Federal Aviation Administration (FAA) originally sought Second Level Engineering Services through solicitation 6973GH-25-R-00028, requiring comprehensive engineering and technical support for National Airspace System (NAS) equipment and facilities. The procurement was structured as an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract combining Time and Materials, Firm Fixed Price, and Cost Reimbursable line items to support aviation systems maintenance, restoration, and technical services. The contract would have included a one-year base period with four one-year option periods, totaling approximately five years of performance, preceded by a 30-day transition period. Evaluation was planned as a two-phase process focusing on technical factors including organizational management, engineering support capability, staffing plans, and transition plans, with proposals originally due April 25, 2025, later extended to April 30, 2025. Questions regarding the solicitation were required by April 25, 2025, with Phase 1 questions due by April 14, 2025.

This procurement was designated as a competitive 8(a) set-aside exclusively for Socially and Economically Disadvantaged Businesses certified by the Small Business Administration, with a size standard of $47 million under NAICS code 541330 for Engineering Services. The contract carried a substantial ceiling value of $700 million and would have required contractors to demonstrate significant past performance, including managing engineering contracts over $100 million and employing 200+ full-time employees simultaneously for two years. Primary performance locations included the Mike Monroney Aeronautical Center in Oklahoma City, the National Weather Service's Radar Operation Center in Norman, Oklahoma, and the William J. Hughes Technical Center in New Jersey, with potential work extending across all 50 states, U.S. territories, and international locations. However, the FAA issued a cancellation notice stating that solicitation 6973GH-25-R-00028 has been cancelled in the best interest of the agency, with no award to be made under this solicitation, though the requirement may be re-solicited under a new solicitation number in the future.
