About this opportunity
The Department of the Army is procuring Test Engineering and Analysis Services (TEAS) to support the White Sands Missile Range (WSMR) Research, Development, Test, and Evaluation mission. The services encompass test planning, coordination, execution, and reporting; data collection, management, and analysis; engineering and technical support; software analysis; Manpower and Personnel Integration (MANPRINT); foreign national/media escorts; program management; and flight safety and systems engineering support services. The contract will be awarded as a Cost-Plus Fixed-Fee (CPFF) arrangement with Firm Fixed Price (FFP), Cost, and CPFF Contract Line Item Numbers, evaluated under a Best Value Tradeoff Source Selection in accordance with FAR 15.3. Offerors were permitted to submit Requests for Information until November 6, 2024, at 3:00 PM EST, and proposals are due by November 26, 2024, at 3:00 PM EST. Key personnel requirements include a Program Manager and Deputy Program Manager, and contractors must obtain appropriate facility security clearances.
This procurement is designated as a competitive 8(a) set-aside requirement exclusively for qualifying small businesses. The contract structure includes a 30-day phase-in period, followed by an 11-month base period and four one-year option periods, potentially spanning approximately five years total. The work will be performed primarily at White Sands Missile Range in New Mexico, with potential support required at other locations within the Continental United States (CONUS) and Outside Continental United States (OCONUS). The contractor must handle classified information up to the Top Secret level and comply with extensive security, safety, and environmental requirements.
