About this opportunity

The Department of the Air Force Air Education and Training Command is seeking a contractor to perform comprehensive renovation of ten Temporary Lodging Facility (TLF) units across five buildings (B7204, B7206, B7208, B7210, B7212) at Columbus Air Force Base, Mississippi, with an additional project to convert Building 7202 units into a reception area and ADA-compliant facility. The design-build project aims to standardize all units to achieve consistent quality, finish, and sustainability in accordance with UFC 1-200-02 guidelines, encompassing electrical, mechanical, plumbing, interior construction, and exterior improvements. Contractors must complete Controlled Unclassified Information (CUI) training and submit acknowledgment forms to access project documentation. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, considering technical merit, past performance, and price. A site visit was held on April 9, 2025, with RFIs due by April 14, 2025, and final proposals due July 2, 2025, following multiple amendments that extended the original deadline.

This procurement is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The estimated contract value ranges between $1,000,000 and $5,000,000, structured as a firm-fixed-price arrangement with a 365-calendar day performance period beginning after the Notice to Proceed. The renovation scope includes standardizing twenty total units (ten TLF units plus two units in Building 7202), with each building housing two units that will receive identical upgrades. Work will be performed at Columbus Air Force Base in Columbus, Mississippi, and must comply with Davis-Bacon wage determination requirements for the region. The project emphasizes sustainable design principles and life cycle cost-effectiveness, requiring extensive coordination between multiple building systems and adherence to various federal construction standards and codes.
