About this file

This Request for Information (RFI) document addresses key clarifications for the Temporary Lodging Facilities (TLFs) renovation project at an Air Force base. The RFI provides responses to four specific contractor inquiries, including confirmation that: 1) no HVAC controls are required in the project scope, 2) Mississippi Contractors Tax should be included in Bonds and Insurance, 3) the Superintendent cannot serve as both Quality Control Manager (QCM) and Safety and Health Officer (SSHO), and 4) the 365-calendar day project duration begins upon receipt of the signed Notice to Proceed (NTP) after 100% design submittal approval. The project involves standardizing ten TLF units across five buildings, with each building housing two units that will receive identical upgrades to achieve consistent quality, finish, and sustainability in accordance with UFC 1-200-02 guidelines.

RFI – Temporary Lodging Facilities (TLFs) Site Visit 3

1. Is RFI Response #72 in reference to HVAC Controls? We do not see any requirements for HVAC Controls in the revised SOW and do not plan to include. Please clarify.

Yes, RFI Response #72 is in reference to HVAC Controls. There are no requirements for HVAC Controls in the revised SOW and there is no plan to include HVAC Controls.

2. RFI Response #75 states that taxes will not be charged to the government, however this project will require Mississippi Contractor's Tax, which will be a significant amount on a project this size. Please clarify this requirement so that out of state contractors are aware this will be required and are not at risk for this costs.

For contractors that must pay the Mississippi Contractors Tax, please add that amount to your Bonds and Insurance as a lump sum. Do not breakout that category.

3. RFI Response #12 states that the CSS can dually serve as QCM if qualified but RFI Response #66 states this can't be a dual role. Please clarify.

Superintendent cannot be the QCM but can fill the SSHO role.

A. If qualified, can the CSS dually serve as the QCM?

No B. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Superintendent can fill the SSHO role but not the QCM role.

4. Please confirm that the 365-Calendar Day duration will begin once NTP is received after the 100% Design Submittal is approved.

The 365-calendar day period begins upon receipt of the signed NTP.
