About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center seeks repair and replacement of main distribution and branch panel boards in Building 6002 at Tinker Air Force Base, Oklahoma, with proposals due July 3, 2026. This order proposal is exclusively available to current MACC-BOA holders and is a firm fixed-price construction-only procurement.

Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. The contractor must furnish all materials, labor, tools, transportation, equipment, testing services, quality control, and incidentals. Work includes demolition and removal of existing electrical feeders, circuits, and equipment; installation of a new 800-ampere main distribution panelboard and 225-ampere branch panelboard in a newly constructed electrical room; installation of an 80-foot service entrance from the utility transformer; LED lighting with battery backup; fire alarm system modifications to accommodate new notification devices; two new upright sprinklers; and HVAC rebalancing. Performance must commence within 10 calendar days of award and be completed within 370 calendar days. An initial mandatory site visit is scheduled for June 3, 2026.

Key personnel requirements include a Project Manager with minimum ten years' experience, a Quality Control Manager, a Site Safety and Health Officer, and a Project Superintendent with minimum five years' construction experience. All contractor personnel must receive Foreign Object Debris (FOD) awareness training per Tinker AFBI 21-100 and obtain AFMC Form 387 identification badges prior to commencing work. The contractor is responsible for conducting a site investigation to verify existing conditions, identifying all necessary logistical, architectural, and structural work elements, and field-verifying all government-provided information regarding floor plans, structural data, and utility locations. Contractor personnel will not work on flight lines, runways, taxiways, parking ramps, aircraft hangars, or maintenance areas. Work occurs during normal duty hours (0700–1600 Monday–Friday); outside-hours work to meet schedule incurs no additional cost to the Government.

The contractor must submit sealed bids by 5:00 PM local time on July 3, 2026, to the FA8137 office at Tinker AFB. A performance bond of 100 percent of the bid amount is required within 10 calendar days of award. Liquidated damages are set at $330.42 per calendar day of delay. The Government intends to award a single order based on Lowest Priced Technically Acceptable (LPTA) source selection procedures without discussions, reserving the right to conduct exchanges if necessary. Technical proposals must demonstrate sound understanding through detailed methodologies, take-off calculations, and supporting documentation addressing capability and management (on-site team commitment, subcontractor coordination, warranty handling, and primary contact identification) and schedule and planning (construction schedules meeting mandatory completion dates, schedule detail addressing submittals and permits, and specific timelines for Government approvals). Each technical subfactor must receive an "Acceptable" rating; a single deficiency renders the proposal unacceptable. Only low-risk approaches are deemed acceptable. Price proposals must be fully supported with design and construction pricing broken down to CSI Level IV, including minimum two vendor quotes for subcontracted work, with offerors required to explain CLIN price variances exceeding 5% year-to-year or any price decreases. Design pricing must separately identify design and non-design fees per DFARS 236.606-70.

The contractor assumes full responsibility for arc-flash studies, short-circuit studies, coordination studies, load calculations, utility coordination analyses, and all testing and commissioning services including electrical acceptance testing and infrared testing. The primary voltage is 12.47/7.2 kV with a 300 kVA transformer providing 208/120V secondary voltage. All electrical panels in the building are being replaced, requiring a complete building arc-flash study. Eaton brand electrical equipment is not acceptable. The contractor must maintain NIST SP 800-171 and CMMC cybersecurity compliance. The contract incorporates FAR and DFARS clauses including Buy American construction materials requirements, construction wage rate requirements, and one-year warranty obligations from final acceptance. NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors; PSC Z2JZ, Repair Or Alteration Of Miscellaneous Buildings.
