About this file
This file contains Pre-Bid Requests for Information (RFIs) and Government responses for contract WWYK050751, concerning the repair and replacement of main distribution and branch panel boards in Building 6002 at Tinker Air Force Base.
The project is a Design-Bid-Build contract involving electrical system replacement and fire protection modifications. Key requirements include: a 100% Bid Bond (SF 24 form with Surety Power of Attorney) submitted with proposals, and a 100% Performance and Payment Bond required prior to Notice to Proceed signing. The contractor assumes full responsibility for arc-flash studies, short-circuit studies, coordination studies, load calculations, utility coordination analyses, and all testing and commissioning services including electrical acceptance testing and infrared testing. The primary voltage is 12.47/7.2kV with a 300 kVA transformer providing 208/120V secondary voltage. Technical specifications must be updated to cover project scope, and the 2026 Electrical Base Standard and current Fire Protection Standard apply. All electrical panels in the building are being replaced, requiring a complete building arc-flash study. Fire protection work includes removing two pendant sprinklers and installing two upright sprinklers, with detailed submittals required including shop drawings, product data, and test reports. Fire protection outages may occur during normal working hours. Eaton brand electrical equipment is not acceptable. The contractor must maintain NIST SP 800-171 and CMMC cybersecurity compliance. Building 6002 remains occupied throughout construction with facilities including an auto shop, thrift store, and car wash; no temporary power systems are required and no specific outage windows are mandated.
