About this opportunity

This solicitation notice seeks developmental engineering support services across the Department of Defense through the Systems Engineering Technology and Innovation (SETI) multiple award IDIQ contract vehicle. The Defense Information Systems Agency plans to provide critical engineering expertise across eight task areas including systems engineering, design analysis, systems architecture, software design and development, systems integration, test and evaluation, deployment and life-cycle engineering, and special systems engineering requirements. Feedback was requested by July 12, 2016 on the revised performance work statement and an anticipated "Innovation" evaluation factor, which will be the most important evaluation criteria.

The NAICS code is 541512 for computer systems design services, with a size standard of $27.5 million. There is no set-aside designation specified. The place of performance will be within the United States. The contract has a potential total value of $7.5 billion with a five year base period and one five year option period. A draft RFP is planned for early fiscal year 2017 with award anticipated by the fourth quarter of fiscal year 2017.

The date for the Pre-Proposal Conference for the SETI solicitation is 10 March 2017.  Registration is now closed.  WE ARE NOT ACCEPTING ANY FURTHER REGISTRATIONS.  We have over 800 attendees registered and cannot accommodate any further late registrations.  Please note that some attendees will be in overflow rooms that will have a live broadcast from the main conference room. 


The conference will be held at DISA Headquarters, 6910 Cooper Avenue, Fort Meade, MD 20755.  Sign-in will begin promptly at 11 a.m. and the conference will begin at 1 p.m.  Plan to arrive no later than 12:00 p.m. to account for ingress traffic, parking, sign-in at DISA HQs Command Building Lobby, and escort from the DISA lobby to the conference rooms.  From 11 a.m. to the start of the conference, there will be a networking opportunity in the cafeteria.  Please bring lots of business cards if you'd like to participate.  


The conference is scheduled to conclude at 3:30 p.m.


Visitor Building Access


ALL ATTENDEES MUST ENTER THROUGH THE COMMAND BUILDING REGARDLESS OF ACCESS.

All attendees must sign into the conference in the main entrance lobby (Command Building). All attendees will be issued a name badge that MUST be worn at all times.  All attendees will require to be escorted by designated SETI personnel. Visitors will only have access to the DISA cafeteria, cafeteria outdoor lawn, designated conference rooms and restrooms. Failure to display conference attendee badge or comply with building access restrictions will result in all company representatives being removed from the facility.  Please note this is an unclassified conference and discussion of classified information during the conference is prohibited.


Coffee and food will be available for purchase in the DISA cafeteria.


Companies who have sent in their completed registration and/or been contacted by DISA to provide additional information can assume that their registration is complete and that Base and DISA access will be granted.  If Security has any issues granting access to any individual, the company will be contacted.  If you did not provide full information and were not contacted by DISA, please send an email to disa.meade.PLD.mbx.seti-requirement@mail.mil to let us know.


The presentation slides for the conference will be made available on FBO by 9 March 2017.


Carpooling with someone who has base access is encouraged, in addition to arriving early.  Attendees without a valid DoD or Military identification must enter through the gate at the corner of Reece Road and MD Route 175 in Odenton. The security guards will have the names of non-DoD personnel only at the Reece gate. Fort Meade Security requests that those attendees with a valid DoD or Military Identification Card, enter through an alternative gate to reduce congestion at the Reece gate.


DoD or Military ID holders should enter through one of the following gates:

The Government is posting the first set of answers to the questions from the DRAFT RFP.  The next set will be posted later this week.  We note that some numbers are skipped because we are finalizing the answers for those. 


The Problem Statements are being revised based on the feedback from Industry.  The intent for each one remains the same but assumptions and added context to help frame the answers will be added.  

The following will be the Problem Statements for the Unrestricted Pool:

                             DRAFT Request For Proposal for SETI

REQUIREMENT:
  Systems Engineering Technology and Innovation (SETI).  The Systems Engineering, Technology, and Innovation (SETI) contract will be an overarching approach for fulfilling requirements for developmental information technology (IT) and engineering support services across the Department of Defense (DoD).  SETI will be a new acquisition tool for the DoD.

1.  The SETI DRAFT Request For Proposal (RFP) is posted with this announcement.  The Government seeks feedback from Industry regarding all aspects of the RFP.  No response is necessary or required to only express interest in the requirement.  

Responses to the DRAFT RFP are requested by 12 January 2017 for consideration before the Office of the Secretary of Defense (OSD) Peer Review.  However, responses will be accepted up to the release of the official RFP. 


2.  Schedule:  DISA is tentatively scheduled for the OSD Peer Review in the second quarter FY17.  The Official RFP is scheduled to be released in third quarter FY17.  Responses to the Official RFP will be required 30 days after issuance of the Official RFP.  The Contracting Officer does not intend to extend the proposal acceptance period. Anticipated award is second quarter FY18.

3.  DISA plans t o conduct an Industry Day in February 2017.  Details will be posted as they are finalized.

4.  DISA is NOT conducting or hosting any one-on-one sessions regarding SETI.  All publicly available information will be posted to FBO.  Questions may be submitted in writing to the email address below but generally only information that has been provided on FBO will be provided in a response.  Phone calls are discouraged.

SUBMISSION DETAILS:  Responses regarding feedback to the DRAFT RFP should include the business name and address; name of company representative and their business title.

UPDATE:  This Notice is to provide Industry with an update to the SETI Request for Proposal.  The following updates are provided:


1.  Thank you for your response to our Sources Sought Notice.  The feedback regarding the "Innovation" evaluation factor and the PWS was extremely constructive and welcomed.  Thank you for your continued and demonstrated interest.


2.   Request feedback/information on the following: 


Barriers to Innovation. Specifically regarding Department of Defense contracts:  What are:


•·        Government Barriers to Innovation
•·        Commercial Barriers to Innovation
•·        Other Barriers to Innovation
•·        How can the Barriers be removed or mitigated?  Which ones should we keep/accept?


We are looking for ways to structure the solicitation to remove as many barriers as we can to encourage innovative non-traditional contractors to propose and to make it easier for our traditional contractors to be innovative.


Labor Categories.  We are asking for Industry's input on what labor categories we should be including in the solicitation.  Please provide labor categories along with descriptions of each that you would anticipate needing to use to propose on task orders based on the PWS that was posted in July 2016.


3.  The following information is provided regarding the proposed solicitation.  The following has to be approved at higher levels and may change based on higher level reviews.     


•·  This Request for Proposal (RFP) will solicit for Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC).


•·        •· This solicitation will be issued for full and open competition that will include two suites of contracts:  an unrestricted pool and a restricted pool (small business).  A restricted contractor (i.e. small business) is any offeror who meets the definition of any federally designated small business in NAICS Code 541512.  The restricted category is open only to small businesses under NAICS 541512. 


•·       •·  DISA intends to award up to ten contracts on an unrestricted basis and up to 20 contracts on a restricted basis.  One award will be reserved for a HUBZone contractor. 


•·       •·  The total contract pooled capacity is planned to be $7,500,000,000.


•·       •·  The duration of each MATOC base contract will be five years with one five year option available


•·       •·  Task orders may be firm-fixed-price, cost-type, Time & Materials (T&M) or a combination.  Task orders will range in size and complexity from small to large and from non-complex to highly technical and complex.

SOURCES SOUGHT ANNOUNCEMENT


REQUIREMENT:  The Defense Information Systems Agency (DISA) is seeking sources for Systems Engineering Technology and Innovation (SETI). 


CONTRACTING OFFICE ADDRESS:  Defense Information Technology Contracting Office, Fort Meade, MD


INTRODUCTION:  Based on extensive industry input from last year's industry day and the one-on-one sessions conducted, DISA has updated the Performance Work Statement (PWS) for this acquisition.  This sources sought notice is being issued to update the market research, confirm Industry interest and update Industry on this acquisition.  It is also to solicit feedback on the PWS and the "Innovation" evaluation factor.  We are asking for confirmation of continued interest from industry by responding to this Sources Sought Notice.

The Systems Engineering, Technology, and Innovation (SETI) contract will be an overarching approach for fulfilling requirements for developmental engineering support services across the Department of Defense (DoD).  SETI will be a new acquisition tool for the DoD.

SETI will be an IDIQ contract vehicle where individual task orders will be issued to provide critical engineering expertise that will research, design, develop, implement, integrate and optimize DoD capabilities, systems and solutions.  Awards will be made to both large and small businesses.  Each task order competed on SETI will first be considered for a small business set-aside.

SETI is designed to complement the Agency's ENCORE III contract vehicle.  ENCORE III will provide a broad suite of IT commodity services dedicated to implementing, operating, maintaining, sustaining, incrementally developing, and ultimately retiring existing DISA and DoD-provided IT capabilities.  SETI will provide the complex IT engineering required to design, develop and deliver new DISA and DoD-provided IT capabilities.  After initial fielding, it is envisioned that new IT capabilities provided by SETI contractors will be sustained under ENCORE III.

The goals of this IDIQ are to streamline the acquisition process, have one tool that is available for DISA's developmental engineering requirements, and to provide developmental engineering expertise to the DoD.  This method will reduce both acquisition timelines as well as cost.  Other goals for SETI include improved quality of contract performance and consistent terms and conditions across the contract awards and the individual task orders.  A major feature of this acquisition is to foster, develop, and encourage innovation with the goal to reduce costs, timelines, and provide innovative solutions to deliver capable, reliable, and consistent products and services to our warfighters.

SETI's Performance Work Statement includes eight performance areas.  The following are those task areas:  

Task Area 1:  Systems Engineering
Task Area 2:  Design Analysis Engineering
Task Area 3:  Systems Architecture
Task Area 4:  Software Systems Design and Development 
Task Area 5:  Systems Integration
Task Area 6:  Systems Test and Evaluation
Task Area 7:  Systems Deployment and Life-cycle Engineering
Task Area 8:  Special Systems Engineering Requirements

A revised DRAFT PWS will be posted with this announcement.  Feedback is requested on the revised PWS.

DISA is planning to issue a draft Request for Proposal (RFP) in early FY17 with the final RFP issued in second quarter FY17.  Anticipated award is fourth quarter FY17.

The North American Industry Classification System Code (NAICS) for this requirement is 541512 Computer Systems Design Services, with the corresponding size standard of $27.5M.

DISA is contemplating an "Innovation" evaluation factor.  It is anticipated that this factor will be the most important factor.  DISA is soliciting feedback on what should be included in this factor and how it should be evaluated.

SUBMISSION DETAILS:  Responses should include:

1)     Business name and address; name of company representative and their business title; CAGE Code
2)     Type of Business (i.e. large or small and if small, federally designated small business category(ies))
3)     Feedback on the revised PWS
