This sources sought notice is seeking information from industry regarding a potential Systems Engineering Technology and Innovation (SETI) contract to be awarded by the Defense Information Systems Agency (DISA). Responses from interested vendors were requested by 12 July 2016 to provide feedback on the revised performance work statement and an anticipated "Innovation" evaluation factor, along with business information and capability statements. The sources sought notice indicates DISA's intent to release a draft request for proposals in early fiscal year 2017 with an anticipated contract award by the fourth quarter of fiscal year 2017.

DISA HQ Logistics Information
Portable Electronic and Wireless devices - both government furnished equipment and privately owned - are prohibited in the DISA HQ facility. The only exceptions to this policy are devices issued by DISA that have a DISA barcode or that are accompanied with a current property pass.
These devices include, but are not limited to:
Thumb drives and removable USB storage devices Laptops, Desktops, Tablets or other electronic data processing devices Government issued Mobility Devices (Blackberries, iPads, iPhones, Android phones, Android Tablets, etc.)
Personal Mobility Devices (Cell phones, Personal Digital Assistants – PDAs, Pagers, etc.)
E-mail devices, Messaging devices Audio and video recording devices Scanning devices Photographic or Recording equipment Media Players (MP3) or iPods Handheld electronic games Satellite radios (e. g., SIRIUS and XM) Removable media such as DVDs/CDs that are not properly marked and do not have a classification label (NOTE: you must have a valid classified courier letter to transport classified information and media into or out of the building) Personal removable media And any other electronic wireless devices capable of recording, storing, processing, and/or transmitting information.
Any electronic device brought into DISA must be presented to the Security staff and is subject to examination.
The wireless devices policy does not apply to items needed by the disabled or for medical or health reasons. Examples include:
Motorized wheelchairs Hearing aids Pacemakers Insulin pumps Guide Dogs
ELECTRONIC DEVICE/MEDIA POLICY
PLEASE NOTE: Use of GPS Navigational devices may inadvertently lead you into an NSA restricted area on Ft Meade. Due to security restrictions you are subject to being stopped and your vehicle searched if you approach any of the NSA areas on base to include the Canine Rd gate. This will significantly delay your travel. For this reason, we advise you to adhere to the following driving instructions and use only the main Reece Road gate.
FT MEADE ENTRANCE REQUIREMENTS: All registered conference attendees without a valid DoD or Military Identification Card, go directly to the Reece Gate check point. Have your PHOTO ID in your hand ready to show the Gate guard. The Gate guard will check the list, then allow you to pass. If your name is NOT on the list, you may be asked to pull aside or go to the Visitor’s Center to be issued a ONE DAY PASS. If you are not on the list, please allow time for the security inspection processing and possible delays due to the high volume of morning traffic accessing the installation. All other registered attendees with a valid DoD or Military ID card, should ingress through an alternative gate to alleviate build-up at the Reece Gate. Alternative gates are Rockenbach Road and Route 175, Mapes Road and Route 175, or, Mapes Road and Route 32
You will need DRIVER’S LICENSE, VEHICLE REGISTRATION, CURRENT PROOF OF INSURANCE, AND DISA POINT OF CONTACT NAME AND NUMBER. Without this information, you may be denied access to Fort Meade. If you are missing only your current insurance papers, the Visitor’s Center will help you obtain verification over the telephone during normal business hours. All passengers (other than children) must have a valid State or Govt photo ID.
ENTERING THE DISA HEADQUARTERS FACILITY: Please enter our facility through the Command building north entrance lobby. Upon your arrival, please stop by the security sign-in desks located just inside the entrance lobby. The Security Staff at the desk will verify that your name is on the guest list; issue you a name tag and provide you with an escort to the event. You must present a government-issued photo ID such as a driver’s license or DoD CAC in order to enter.

REACHING THE REECE ROAD MAIN GATE:
FROM BALTIMORE AND POINTS NORTH: Get on the Baltimore Beltway (I-695) and go to either exits, #7 (Baltimore-Washington Parkway) or exit #11 (I-95) South. Go to Md Rt #175 East. Make a right onto Reece Road at Fort Meade’s main gate.
FROM ANNAPOLIS AND POINTS EAST: Get on MD Rt #50 West to I-97 North. Go to MD Rt #32 West to MD Rt #175 West. Make a left onto Reece Road at Fort Meade’s main gate .
FROM UPPER MARLBORO AND POINTS SOUTH: Get on MD Rt #301 North. Continue on as 301 turns into MD Rt #3 North. Follow MD Rt #3 to MD Rt #32 West. Go to MD Rt #175 West. Make a left onto Reece Road at Fort Meade’s main gate.
FROM WASHINGTON AND POINTS SOUTH: Get on the Washington Beltway (I-495) and go to either exits #22 (Baltimore-Washington Parkway) or #27 (I-95) North. Go to MD Rt #175 East. Make a right onto Reece Road at Fort Meade’s main gate.
FROM COLUMBIA AND POINTS WEST: Get on MD Rt #32 East to either I-95 or Baltimore-Washington Parkway and go North. Go to MD Rt #175 East. Make a right onto Reece Road at Fort Meade’s main gate.

ONCE YOU ARE THROUGH THE REECE ROAD MAIN GATE:
Stay on Reece Road until the road ends at Cooper Ave. Cross Cooper Ave and enter the DISA Headquarters complex. Follow the map on the next page to reach your reserved VIP parking areas (1,2 or 3) or park in any open unmarked parking spot in the main parking areas to the South (4) or North (5).

OVERFLOW PARKING MAP
If you cannot find a legal parking space on the DISA grounds, you may park in the overflow parking south of the Headquarters complex on Cooper Ave., near the parade field. This lot is highlighted in orange on the map below.
Employees should not park in the Reece Crossing Apartment complex adjacent to DISA Headquarters. Individuals who are parked at the apartment complex without a permit will have their vehicle towed at the owner's expense.
