SETI Unrestricted Pool Status Update:
The Unrestricted Pool (i.e., Large Business Pool) was awarded in June 2018. It was subsequently protested and work was stopped. GAO issued their decisions to those protests on 9 and 10 October 2018. DISA took corrective action and awarded an additional contract to Solers on 13 February 2019. The corrective actions were subsequently protested to the Court of Federal Claims by two unsuccessful offerors.
SETI Restricted Pool Status Update:
The Restricted Pool (i.e., Small Business Pool) source selection process continues and is progressing; however, the additional protests received under the Unrestricted Pool have slowed progress, and, as a result, the awards will not be made in the second quarter as projected.

SETI Update: Source Selection continues for both the Unrestricted and Restricted Pools. DISA is tracking for awards in the Spring of 2018.
In the meantime, DISA is working on an "Innovative Contracting Playbook" for executing innovative requirements for the Department of Defense. And we need your help. While SETI focuses on Innovation in engineering and technology, the "Innovative Contracting Playbook" is for Contracting Innovation. How have you seen contracts/task orders executed in non-traditional ways? What does Industry do to get work under contract faster, better, more efficiently? What do other Agencies, both DoD and Civilian, do that you've seen work?
For example, NASA issued a "Poop Challenge" - https://www.nasa.gov/feature/space-poop-challenge. Not only was the title creative, but the process was not traditional. Would you participate in this type of IT Challenge? If so, why?
Award from Oral Presentations? Good idea? And why?
Firm Fixed Priced lump sum amount for a deliverable to multiple contractors? For example, if the Government said, "What can I get for $500K to solve Problem X?" And if we awarded a task order to three companies to provide a competitive prototype type of deliverable for $500K by a certain date, then the Government evaluated what was delivered to decide who got the next "piece" of the solution to the problem. Would you participate?
Prize Competitions? Submit a solution for a problem when the Government tells you the dollar value of the "prize" (the task order). Would you participate?
What have you seen that we should include in our "Innovative Contracting Playbook?" We are asking for input. It can be provided in any format. We are asking for the who, what, where and when of innovative, creative or non-traditional contracting methods. Solicitation numbers and agency contacts are requested as well. There is no closing timeline for this request but content provided by 31 January 2018 is desired.
Additionally, thoughts on incentives and what motivates contractors to take more risk, be faster or more efficient is requested. Would you prefer more work or more profit? What about disincentives? Do they motivate you? Or does it cause you to build that into your price? Are incentives unnecessary?
And finally...protests. Why do you protest? What can be done to prevent them? If the Government is going to be innovative in contracting (i.e. take risks, do things differently) what has to be done for Industry not to protest award decisions? How can we get buy-in from Industry to take and share the risk of doing things differently without delaying the process with protests?

This is a Pre-Solicitation Notice for the Systems Engineering, Technology and Innovation (SETI) solicitation for the Defense Information Systems Agency (DISA). DISA plans to issue the Request for Proposal (RFP) on or about 17 February 2017 with proposals being due 30 days after solicitation issuance.
The RFP will solicit for an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Systems Engineering, Technology and Innovation projects in support of the Defense Information System Agency (DISA) and the Department of Defense (DoD). The solicitation will be issued for full and open competition that will include two suites of Contracts: an unrestricted pool and a restricted pool (small business). A restricted Contractor (i.e. small business) is any Offeror who meets the definition of any federally designated small business in NAICS Code 541512. The restricted category is open only to small businesses under NAICS 541512. Any entity that does not meet this standard at the time of proposal submission will be removed from consideration without further evaluation if submitting in the restricted category.
DISA intends to award up to ten Contracts on an unrestricted basis and up to 20 Contracts on a restricted basis. Awards will be made on a best value trade off basis. The Government reserves the right to award more, less, or no contracts at all. One award within the restricted pool will be reserved for HUBZone. The total Contract pooled capacity is $7,500,000,000. The minimum Task Order limitation is $500 and the maximum Task Order limitation is $500,000,000. The duration of each MATOC base Contract will be five years with one five-year option available. Each awardee will be guaranteed $500.00.
The unrestricted and restricted Offeror's proposals will be evaluated separately. Each Offeror must designate which category (unrestricted or restricted) they are competing in.
Task Orders may be fixed-price, cost-reimbursable, time and material (T & M) or a combination. Task Orders may include incentives. Task Orders will range in size and complexity from small to large and from non-complex to highly technical and complex.
A Secret Facility Site Clearance is required for those competing in the unrestricted category. The Secret Facility Site Clearance is required at the time proposals are due. Any Offeror in the unrestricted pool without this requirement will be removed from consideration and not evaluated. Please note that the Offeror named and submitting the proposal is required to possess the clearance. If the Offeror is a joint venture, partnership or other entity, that joint-venture, partnership or entity must possess the clearance to be eligible. It is not acceptable for each company in the joint-venture, partnership or entity to possess the clearance individually.
A clearance is not required for those competing in the restricted category. However, if the Offeror possesses a Secret Facility Site Clearance, they will be issued a DD254 upon award. The Government reserves the right to issue DD254s throughout the life of the Contract to Contract holders in the restricted pool. The Government reserves the right to sponsor any restricted awardee should the Government desire to. The determination to sponsor a company is not guaranteed and solely at the discretion of the Government.
Contract awardees in the Restricted Pool that do not possess the Facility Site Clearance will not be permitted to propose on Task Orders that require a clearance. Awardees in the Restricted Pool who gain a Facility Site Clearance after award would be eligible to propose on Task Orders requiring a clearance.
Top Secret (TS) Facility Site Clearances may be necessary for specific Task Orders. Those Task Orders will be issued a specific DD254 with the TS requirement. Contract awardees that do not possess the TS Facility Site Clearance will not be permitted to propose on those Task Orders. Awardees who gain a TS Facility Site Clearance after award would be eligible to propose on TS level Task Orders. A TS Facility Site Clearance is not required at time of proposal submission for the base awards.
The geographic area for this Contract will be worldwide. Work performed may be either in secure or non-secure sites. It is anticipated that the preponderance of the Task Orders will be located within the Baltimore-Washington Corridor. Small business Contract holders may propose on any Task Order, both those set aside and those that are not (i.e. unrestricted).
Attachments 3, 4, 5 and 6 will be posted with this Pre-solicitation Notice. If any changes are made to these Attachments when posted with the RFP, the changes will be identified. It is not anticipated any changes will be made.
All questions submitted in response to the DRAFT RFP will be answered and posted to FBO shortly. The Problem Statements are being updated based on Industry Feedback but the "problems" remain essentially the same. Please note that based on Industry Feedback, the Problem Statements that were assigned to the respective pools within the DRAFT RFP are likely to change.
The "Industry Day" will now be called a "Pre-Proposal Conference" and will be held approximately two weeks after release of the RFP. The date is tentatively scheduled for 3 March 2017. The location will be DISA Headquarters on Fort Meade. Each company will be allowed two participants at a maximum. Details on exact date, time and instructions on how to sign up will be posted shortly.
All interested parties will be able to download and print a copy of the solicitation and any resulting amendments at the website (www.FBO.gov). In accordance with FAR, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database. SAM registration can be completed by going to the following website: www.SAM.gov.

The minimum Task Order limitation is $500 and the maximum Task Order limitation is $500,000,000. The duration of each MATOC base Contract will be five years with one five-year option available. Each awardee will be guaranteed $500.00.
The unrestricted and restricted Offeror's proposals will be evaluated separately. Each Offeror must designate which category (unrestricted or restricted) they are competing in.
Task Orders may be fixed-price, cost-reimbursable, time and material (T&M) or a combination. Task Orders may include incentives. Task Orders will range in size and complexity from small to large and from non-complex to highly technical and complex.
A Secret Facility Site Clearance is required for those competing in the unrestricted category. The Secret Facility Site Clearance is required at the time proposals are due. Any Offeror in the unrestricted pool without this requirement will be removed from consideration and not evaluated. Please note that the Offeror named and submitting the proposal is required to possess the clearance. If the Offeror is a joint venture, partnership or other entity, that joint-venture, partnership or entity must possess the clearance to be eligible. It is not acceptable for each company in the joint-venture, partnership or entity to possess the clearance individually.
A clearance is not required for those competing in the restricted category. However, if the Offeror possesses a Secret Facility Site Clearance, they will be issued a DD254 upon award. The Government reserves the right to issue DD254s throughout the life of the Contract to Contract holders in the restricted pool. The Government reserves the right to sponsor any restricted awardee should the Government desire to. The determination to sponsor a company is not guaranteed and solely at the discretion of the Government.
Contract awardees in the Restricted Pool that do not possess the Facility Site Clearance will not be permitted to propose on Task Orders that require a clearance. Awardees in the Restricted Pool who gain a Facility Site Clearance after award would be eligible to propose on Task Orders requiring a clearance.
Top Secret (TS) Facility Site Clearances may be necessary for specific Task Orders. Those Task Orders will be issued a specific DD254 with the TS requirement. Contract awardees that do not possess the TS Facility Site Clearance will not be permitted to propose on those Task Orders. Awardees who gain a TS Facility Site Clearance after award would be eligible to propose on TS level Task Orders. A TS Facility Site Clearance is not required at time of proposal submission for the base awards.
The geographic area for this Contract will be worldwide. Work performed may be either in secure or non-secure sites. It is anticipated that the preponderance of the Task Orders will be located within the Baltimore-Washington Corridor. Small business Contract holders may propose on any Task Order, both those set aside and those that are not (i.e. unrestricted).
Attachments 3, 4, 5 and 6 will be posted with this Pre-solicitation Notice. If any changes are made to these Attachments when posted with the RFP, the changes will be identified. It is not anticipated any changes will be made.
All questions submitted in response to the DRAFT RFP will be answered and posted to FBO shortly. The Problem Statements are being updated based on Industry Feedback but the "problems" remain essentially the same. Please note that based on Industry Feedback, the Problem Statements that were assigned to the respective pools within the DRAFT RFP are likely to change.
The "Industry Day" will now be called a "Pre-Proposal Conference" and will be held approximately two weeks after release of the RFP. The date is tentatively scheduled for 3 March 2017. The location will be DISA Headquarters on Fort Meade. Each company will be allowed two participants at a maximum. Details on exact date, time and instructions on how to sign up will be posted shortly.
All interested parties will be able to download and print a copy of the solicitation and any resulting amendments at the website (www.FBO.gov). In accordance with FAR, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database. SAM registration can be completed by going to the following website: www.SAM.gov.
