This sources sought notice seeks feedback on the revised performance work statement and an "Innovation" evaluation factor for the Systems Engineering Technology and Innovation (SETI) multiple award indefinite-delivery/indefinite-quantity contract. The Defense Information Systems Agency plans to issue this $7.5 billion contract vehicle to provide critical engineering expertise to research, design, develop, implement, integrate and optimize Department of Defense capabilities, systems and solutions. Responses are requested by July 12, 2016 on the revised performance work statement covering eight task areas including systems engineering, design analysis, systems architecture, software design and development, systems integration, test and evaluation, deployment and life-cycle engineering, and special systems engineering requirements. Feedback is also sought on how an "Innovation" evaluation factor should be included and evaluated, as this will be the most important factor.

• At sounding of alarm - Remain CALM and promptly exit the conference room
• Proceed to stairwell at either end of the corridor
• Take stairs down to emergency exit and proceed to courtyard
• Exit courtyard through gates and turn right
• Follow walking path and sidewalk to north parking lot
• Your assembly area is at parking section N10
• Conduct accountability for everyone in same group
• Wait for further instruction from monitor team or emergency response personnel

What is a Subcontracting Plan?
Subcontracting Plans:
• Are required by FAR 19.704 and FAR Clause
52.219-9, there are 15 separate elements to address.
• Are only submitted as a separate document by large business for acquisitions ALL over $700,000 ($1.5M for Construction).
• Are NOT required or submitted by small business.
• Are determined acceptable or unacceptable by the contracting officer.
• Have an eSRS (twice a year) reporting requirement.
• Based on the total planned subcontracted dollars.

What Should Be Included in a Subcontracting Plan?
Subcontracting Plans:
• Must meet the requirements set forth in FAR 19.704, FAR 52.219-9 and
DFARS 252.219-7003 (or DFARS 252-219-7004 if the Offeror is a DoD Comprehensive Test Program participant).
• Shall include AFFIRMATIVE and ACTIONABLE statements (TELL THE “HOW”) and NOT just company policy statements.
• Demonstrate a GOOD FAITH EFFORT towards the inclusion and utilization of all categories of small businesses.
• Separate percentages and dollars shall be presented for Base and Option Years

What is a Small Business Participation Plan?
Small Business Participation Plan:
• DFARS 215.304(c)(i) shall evaluate the extent to which offerors identify and commit to small business performance of the contract.
• Applies to both SMALL and LARGE business offerors.
Including DoD Comprehensive Test Program Participants.
• Is a commitment document that shall address the extent to which small businesses will be utilized in performance of a contract as outlined in Section L & M.
• Only applicable to BEST VALUE – TRADE OFF acquisitions.
• Does NOT apply to Lowest Price Technically Acceptable (LPTA) acquisitions.
• Only applies to Department of Defense (DoD) acquisitions.
• Based on Total Contract Value.

What Should be Included in a Small Business Participation Plan?
• Carefully review and examine Section L (Instructions) and Section M (Evaluation) to fully understand what is to be required in the Small Business Participation Plan and how it will be evaluated.
• At a minimum a Small Business Participation Plan should include:
A narrative that addresses the company’s commitment to small business.
The extent of inclusion of small business participation based on the total contract value.
Identification by company name, type of business, products/services, dollar value, timeframe and the nature of the commitment of the small business utilization planned for the contract.
Description of proper flow down of requirements, process management and performance assessments.

A Request for a Small Business Participation Plan is NOT THE SAME as a Request for a Subcontracting Plan!!!!
SMALL BUSINESS PRIME CONTRACTOR
Small Businesses need to recognize that a Small Business Participation Plan actually benefits them as a prime contractor.
Small Business self performance can be included as a part of a small business participation plan.
LARGE BUSINESS PRIME CONTRACTOR
Large Businesses attempt to submit a Subcontracting Plan in response to the Small Business
Participation Evaluation Factor.
Large Business can achieve small business participation through small business subcontracting.

After the Award….What Happens Now?
• Companies (Large and Small) must honor their COMMITMENT towards the inclusion and utilization of small business concerns for the life on the contract.
• The Subcontracting Plan and Small Business Participation Plan will be incorporated into the official contract document as an attachment.
• The Contracting Officer CAN and WILL hold your company accountable for what is presented in your Subcontracting Plan and Small Business Participation Plan!!!!!

DISCLOSURES
• The goal of this event is to provide offerors with information regarding the program objectives, to discuss the industry feedback from the Draft RFP and to answer questions submitted on the Final RFP.
• The Government will not hear formal proposals from industry as the purpose of the pre-proposal conference is only to facilitate communications and answer questions regarding the program and contract process.
• Offerors shall refer ONLY to the Final RFP on FedBizOps.

All communications shall be conducted only in writing and directly to the Contracting Officer. Offerors shall not contact any other Government personnel other than the Contracting Officer identified.
Contacting any other Government personnel other than the Contracting Officer identified may result in an organizational conflict of interest (OCI) and may result in an offeror being excluded from competition and award.
Do not share any proprietary information with the Government at this event.
The Government will not discuss the solicitation or requirements with any participant one-on-one.

SETI OVERVIEW
WHAT is SETI?
• A new acquisition vehicle for the Department of Defense (DoD) rooted in
INNOVATION.
• A consolidated approach to meet the complex IT engineering and developmental requirements for our mission stakeholders.
• SETI will be a Multiple Award Task Order Contract (MATOC) wherein individual task orders will be issued to design, develop, implement, integrate, and/or optimize DoD IT capabilities, systems, and solutions.

Contract Type: Multiple Award, Indefinite-Delivery/Indefinite-Quantity (ID/IQ)
Task Order Type: Fixed Price, Cost Reimbursement, and Time & Materials
Value: $7.5 Billion (includes a 25% wedge for DoD mission partners)
Period of Performance: Five-year Base period, Five-year Option period
Source Selection Approach: Best Value Trade-Off
Award: Large and Small businesses
Number of Contracts: Approximately 30 (10 large / 20 small)
Competition: Full & Open and Small Business set-aside Pools; Each Task Order will first be considered for a small business set-aside
On/Off Ramps: Included to maintain a pool of qualified and competitive contractors
Incentives: Specified at the TO level. Based on cost, schedule, performance or innovation goals
