About this opportunity

The Department of Veterans Affairs (VA) Office of Information Technology (OIT) is seeking a contractor to provide 24/7 maintenance, software and hardware support, licensing, software upgrades, and replacement parts for the existing Lenel OnGuard and Pelco video security systems at two VA facilities in Martinsburg, WV and Shepherdstown, WV. The contractor must have experience maintaining these types of electronic security systems and will be evaluated based on past performance, technical approach, and cost. Proposals are due by August 22, 2024.

This is a total set-aside for Veteran-Owned Small Businesses (VOSBs) certified by the Small Business Administration. The current systems have been in place since 2010 and 2017 and were previously maintained under an existing 5-year contract. The contract has a 12-month base period with four 12-month option periods. The estimated value of the contract is not specified, but it will utilize a combination of firm-fixed-price and time-and-materials pricing.

The United States Department of Veterans Affairs Office of Information Technology (OIT) has two facilities (See 3.0) with existing electronic security systems—Lenel OnGuard and Pelco video. These systems are managed by the OIT Space and Facility Management (SFM) Service. To maintain these systems and components, a 24x7 maintenance agreement is requested to provide software and hardware support, licensure, software upgrades, parts, etc. (as listed in the scope).

The CRRC system was installed in 2010, the Shepherdstown Facility in 2017, and a second lease in May 2019. The systems have been maintained by an existing contract for 5 years. Previous maintenance calls have consisted of cameras malfunctioning, door contact issues, card readers malfunctioning, and assistance with Lenel and Pelco software/support.
