This is a Total Small Business set-aside.
Place of performance is Washington, DC. The contract covers a base period plus four one-year option periods with potential six-month extension under FAR 52.217-8, supporting up to 180 days of housing per offender placement. CSOSA guarantees a minimum of one supportive housing placement during contract life. The estimated contract value is $19 million. NAICS code is 624229, Other Community Housing Services, with a $19 million small business size standard. PSC code is G004, Social Rehabilitation.
Facilities must accommodate 16 offenders daily with surge capacity up to 32 beds at separate compliant locations. Contractors may propose multiple facilities for different offender populations. All proposed facilities require a Certificate of Occupancy and must pass pre-award inspection per Attachment J-15, including AED defibrillators, ADA compliance, fire safety equipment, food service capabilities meeting District of Columbia standards, and 24-hour security. A Certified Food Protection Manager must plan menus; all food handlers must hold current certification.
Minimum staffing requires a Program Director (Master's degree in human services, five years managerial experience), Case Managers (Master's degree or higher in behavioral/social sciences with licensure as LPC, LCPC, or LCSW; two years direct service experience; current ethics training), and Residential Monitors (high school diploma/GED; residential program experience; de-escalation training). All staff must be CPR-certified annually; two monitors required during non-working hours, one during working hours, seven days per week. All contractor personnel require CSOSA background checks and security clearance prior to work commencement. Staff must be U.S. citizens or lawfully work-authorized, at least 21 years old, pass drug testing with proof of negative results, undergo annual tuberculosis testing, and maintain strict standards of conduct prohibiting relationships with offenders. Staff may not use narcotics, controlled substances, or marijuana on or off duty or report to duty under the influence.
Core services include intake processing within 24 hours, Individual Living Plans within seven business days, case management, workforce development, life skills training, four one-hour recreational sessions within the first 90 days, transit subsidies, medical insurance enrollment assistance, staffings every 30 days, weekly progress notes, and discharge planning no later than 15 days before departure. Transportation between 9:30 a.m. and 3:00 p.m. Monday through Friday to CSOSA-designated locations is required. CSOSA provides Vendor Referral Letters as sole authorization for billing.
Contractors must comply with extensive data security, privacy, and reporting requirements including encryption of personally identifiable information, immediate breach notification, HIPAA and 42 CFR Part 2 compliance, monthly invoicing through Treasury's Invoice Processing Platform, and monthly activity reports documenting admissions, discharges, incidents, and program accomplishments. Required insurance includes $1 million general liability, $1 million employment practices liability, and $1 million sexual/physical abuse and molestation coverage, with Certificate of Insurance due within 10 days of award.
A Quality Assurance Protocol must be submitted within ten business days of award and reviewed annually. A Continuity of Operations Plan due within 14 days must address alternative offender housing if the primary facility becomes uninhabitable. CSOSA reserves the right to conduct unannounced audits without notice, particularly regarding fraud, waste, or abuse. Corrective Action Reports and Quality Assurance Reports require written Plans of Action and Milestones within seven business days.
Amendment 0002 (effective August 31) clarifies that Option Period 1 consists of 366 days while the Base Period and Option Periods 2, 3, and 4 consist of 365 days. Offerors must acknowledge all amendments by submitting signed SF 30 forms; failure to do so may result in proposal rejection. Past Performance Questionnaires must be submitted to Matthew Collins at matthew.collins@csosa.gov by September 11 at 5:00 PM Eastern Time, or contractors may submit completed CPARS. Evaluation weighs qualifications of key personnel and relevant corporate experience more heavily than price. Quotations must include a cover letter, technical submission with resumes, documentation of relevant projects completed within three years, pre-award inspection checklists and facility photographs, pricing valid for 120 calendar days, and signed SF 1449 with all amendment acknowledgments.
