About this file

This document is a Questions and Answers exhibit clarifying requirements for Solicitation 9594CS26Q0075, a federal contract opportunity for supportive housing services managed by CSOSA (Court Services and Offender Supervision Agency).

The solicitation calls for supportive housing services accommodating up to 16 offenders daily for up to 180 days within Washington, DC, with an additional surge capacity of up to 32 beds available upon request. Contractors may propose multiple facilities to meet capacity requirements, including separate facilities for different offender populations (e.g., male and female), and surge capacity may be located at separate compliant facilities. All proposed facilities must comply with building requirements outlined in Attachments J-9 and J-15, with each facility requiring a completed Pre-Award Inspection Checklist and associated submission documentation. A Certificate of Occupancy is required regardless of local exemptions. Contractors may propose different daily unit rates for surge services versus regular supportive housing services to account for additional staffing, facility, and mobilization costs. The evaluation methodology includes the Base Period, Option Period 1, Option Period 2, Option Period 3, Option Period 4, and one-half of the final option-period price, as clarified in Amendment 0001. Past performance may be demonstrated through Past Performance Questionnaires submitted directly by references without requiring a separate Factor 4 file, unless CPARS are submitted. The solicitation does not require submission of Files 5 and 6, and relevant corporate experience documentation must follow submission requirements outlined in the solicitation itself.

Exhibit A: Responses to Questions Received

Question #1. Section F.2 states services are performed "at the Contractor's facility" (singular).

Would the Government accept a quote proposing two separate facilities — for example, one serving male offenders and one serving female offenders — under a single prime contractor, or does the solicitation require all Supportive Housing services to be delivered from one facility?

Response: The Contractor may use multiple facilities.

Question #2. Estimated Capacity / Quantity Calculation – Section B The solicitation states that the estimated quantity is based on up to 16 offenders per day. However, the calculation shown states “6 x 365 = 5,840” and “6 x 366 = 5,856.” Please confirm that the intended calculation is 16 offenders per day, resulting in 5,840 annual bed-days during a 365-day year and 5,856 annual bed-days during a 366-day year.

Response: Refer to Amendment 0001.

Question #3. Is surge capacity expected to be provided in addition to the regular 16-offender daily capacity?

Response: Yes.

Question #4. What is the maximum number of offenders the Contractor must be capable of accommodating simultaneously during a surge?

Response: CSOSA would expect that the Contractor would be able to provide up to 32 beds a day, if needed, when the entirety of the surge line is exercised. However, the Contracting Officer may unilaterally exercise any quantity (minimum 1 bed day) of the surge, as many times as needed, in accordance with section H.18 Surge.

Question #5. Must surge capacity be physically available and inspection-ready at the time of quotation, or may additional capacity be activated after award when surge services are requested?

Response: It is expected that additional capacity may need to be activated upon any exercise of the surge CLIN.

Question #6. May surge capacity be provided at a separate compliant facility?

Question #7. May an Offeror propose more than one compliant facility under this solicitation, with the combined facilities used to meet regular and/or surge capacity requirements?

Solicitation 9594CS26Q0075 Amendment 0001

Question #8. For a District of Columbia property where the DC Department of Buildings has issued a written determination stating that a Community Residence Facility housing no more than six persons is legally exempt from obtaining a Certificate of Occupancy, will CSOSA accept the official DOB exemption letter in lieu of a Certificate of Occupancy?

Response: A Certificate of Occupancy is required.

Question #9. Does CSOSA require each proposed facility to independently accommodate at least six residents, or may the Offeror use multiple approved facilities whose combined capacity supports the contract requirement?

Response: The Offeror may use multiple facilities to meet the contract requirements.

Question #10. Place of Performance – Section C.2 and Section L.11 Section C.2 states that Supportive Housing services may be provided within the District of Columbia, Maryland, or Virginia. Section L.11 states that this additional Supportive Housing requirement is to be performed within Washington, DC. Please clarify the permissible geographic area for facilities proposed under this solicitation.

Response: Section C.2 of Attachment J-1 Section C, Statement of Work, is revised to state, “The objective of this contract is for the Contractor to provide Supportive Housing services (up to 180 days) within the District of Columbia to prepare offenders for independent living and improved capacity for employment and housing stability.”

Question #11. Please confirm whether Files 5 and 6 were intentionally omitted.

Response: Yes, files 5 & 6 are not requested.

Question #12. Please confirm whether the Offeror is required to submit a separate Factor 4 Past Performance file.

Response: No file in section L.7.2 is requested for Fator 4.

Question #13. Please confirm whether the Past Performance Questionnaires submitted directly by references are sufficient for Factor 4 unless CPARS are submitted.

Question #14. Attachment J-18 identifies CLINs 4001 and 4002 as “Option Period 3,” while the NTE amount below those line items is identified as Option Period 4. Please confirm that CLINs 4001 and 4002 are intended to represent Option Period 4.

Response: Refer to Amendment 0001, Revised Attachment J-18 Solicitation Price Sheet.

Solicitation 9594CS26Q0075 Amendment 0001

Question #15. Section M.4.2 states that the evaluated price will include the Base Period, 1st Option, 2nd Option, 3rd Option, and one-half of the 3rd Option. Please confirm whether the intended evaluation should include Option Period 4 and whether the FAR 52.217-8 six-month extension will be evaluated using one-half of the final option-period price.

Response: See Amendment 0001, revised solicitation section M.4.2.

Question #16. May Offerors propose a different daily unit rate for Supportive Housing – Surge services than for regular Supportive Housing services to account for additional staffing, facility, and mobilization costs associated with surge capacity?

Question #17. For purposes of Factor 2, Relevant Corporate Experience, and Factor 4, Past Performance, will CSOSA accept. The project as qualifying corporate experience; 2. Supporting documentation maintained by …establishing the project scope, dates, value, and services performed; and 3. A completed Attachment J-16 Past Performance Questionnaire from a former senior employee, manager, or other representative of the former client who had direct first-hand knowledge of … performance?

Response: The government cannot decide what is an acceptable response with regard to a Offeror’s submission. The Offeror must determine the appropriate response using the submission requirements outlined in the Solicitation.

Question #18. What constitutes a Surge bed-day, and when would the Surge CLIN be used instead of the standard Supportive Housing CLIN?

Response: The Surge CLIN is used to provide CSOSA with additional contract capacity in case the need arises for additional bed days within the period of performance. See Solicitation Section H.18 Surge for how the Surge line may be exercised.

Question #17. Is any location within the District of Columbia, Maryland, or Virginia acceptable regardless of distance from CSOSA headquarters?

Response: This acquisition is for Supporting Housing Services to be performed within Washington, DC.

Question #18. Could you confirm whether a single Quoter may propose performance using more than one facility under this award — for example, separate facilities serving male and female offender populations respectively? If multiple facilities may be proposed, please confirm whether the Factor 3 documentation requirements (Attachment J-15, Pre-Award Inspection Checklist, and the interior/exterior photograph requirements under Section L.4.3.4.1) must be submitted separately and in full for each proposed facility.

Response: The Offeror may use multiple facilities. Each facility must comply with all applicable building requirements in Attachment J-9 and J-15. Each proposed facility should have a completed Attachment J-15 Pre-Award Inspection Checklist along with all other submission requirements outlined in Solicitation Section L.4.3.4.
