About this opportunity
The Department of Justice Bureau of Prisons Central Office seeks in-house Residential Reentry Center and home confinement services for federal offenders in Michigan, with proposals due December 29, 2026 at 2:00 PM Eastern. No set-aside is used. The solicitation, 15BRRC26R00000013, is an indefinite-delivery, indefinite-quantity, firm-fixed unit price contract for a one-year base period plus four one-year options, up to five years in total.
Place of performance is Kalamazoo, Michigan, within the counties of Barry, Berrien, Branch, Calhoun, Cass, Kalamazoo, St. Joseph, and Van Buren. Home confinement services extend within 180 miles of the facility across state lines. The base period carries ranges of 5,490 to 10,980 in-house beds and 3,660 to 7,320 home confinement placements, with Options 1 through 4 carrying similar ranges. The Government states these as guaranteed minimum and estimated maximum quantities. The contractor must maintain 25 male beds and five female beds (30 total) and be fully operational within 120 days of award.
Facilities must meet health, safety, environmental, and building code requirements in the Statement of Work (March 2022). The Facility Director requires a four-year degree in social or behavioral sciences and two years of supervisory experience. Case Managers are staffed at one per 30 residents, and key personnel must be 100 percent devoted to the contract for facilities serving 16 or more residents. Staff require at least 40 hours of pre-employment training and 20 hours of annual refresher training, plus background clearances before working with federal residents. Offerors must submit an Environmental Checklist, a facility Certification of Compliance, and a Local Area Concerns form. DOJ data handling requires U.S.-only storage, U.S.-citizen-only access, breach reporting within one hour of an actual breach, and within 24 hours of a suspected breach. Contractors must enroll in E-Verify, or enroll within thirty calendar days of award if not enrolled at award.
The Performance Summary Table allows BOP to withhold up to 30 percent of monthly invoices for Safety/Security/Order non-performance, up to 25 percent each for Programs and Activities and Justice/Case Management, up to 10 percent for Resident Care/Services, and up to 5 percent each for Administration/Management and Quality Control. A subcontracting plan is required, with goals of 36.36 percent Small Business, 5 percent Small Disadvantaged Business, 5 percent Women-Owned Small Business, 5 percent Service-Disabled Veteran-Owned Small Business, and 3 percent HUBZone. Service Contract Act wage determinations are attached.
Award is best-value, with past performance, technical/management, and price evaluated, and non-price factors significantly outweighing price. The Government reserves the right to award without discussions, so proposals must be final revisions. Offerors submit five relevant contracts from the past three years, three pages each, in a past performance volume not exceeding 15 pages. The technical volume caps Programs at seven pages, or eight with the MINT Program. Proposals remain valid for at least 240 days from closing, and submission is by email. Contractor performance will be assessed on seven CPARS factors. Questions go to Contracting Officer Kevin Hoff at khoff@bop.gov.
