About this file

This is a Solicitation for Commercial Items (Standard Form 1449) issued by the Court Services and Offender Supervision Agency (CSOSA) for Supportive Housing Services (Up to 180 Days).

CSOSA seeks a contractor to provide supportive housing services for offenders under court supervision, with services limited to a maximum of 180 days per placement. The solicitation is for a firm-fixed unit price purchase order covering a base period and four one-year option periods, with potential six-month extension under FAR 52.217-8. The contract line items include standard supportive housing services and surge capacity options, with pricing based on daily rates. The Government guarantees a minimum value of one supportive housing placement during the contract life. The NAICS code is 624229 (Other Community Housing Services) with a $19M small business size standard. The requisition number is OBI260042, and the solicitation number is 9594CS26Q0075, issued on August 20, 2026, with an offer due date of September 11, 2026 at 5:00 PM Eastern Time. The estimated contract value is $19M. Contact for solicitation information is Matthew Collins at (202) 369-7635.

Quotations must include a cover letter, technical quotation addressing four evaluation factors (qualifications of key personnel, relevant corporate experience, compliance with building requirements, and past performance), and a completed pricing template. Technical submissions require resumes for proposed key personnel (Program Director, Case Manager, Residential Monitor), documentation of similar relevant projects completed within three years, pre-award inspection checklist and facility photographs demonstrating compliance with building and ADA requirements, and past performance questionnaires from previous clients or completed CPARS evaluations. The Government intends to make a single award based on best value, with non-price factors (particularly key personnel qualifications and corporate experience) weighted more heavily than price. All contractor personnel require CSOSA background checks and security approval prior to work commencement. The contractor must comply with extensive security, privacy, and data handling requirements, including encryption of personally identifiable information and immediate notification of data breaches. Additional requirements include maintaining specified insurance coverage (including $1M general liability, $1M employment practices liability, and $1M sexual/physical abuse and molestation coverage), implementing information security programs compliant with HIPAA and 42 CFR Part 2, and submitting monthly invoices through the Treasury's Invoice Processing Platform.
