About this opportunity

The Department of Justice Bureau of Prisons Central Office seeks proposals for Residential Reentry Center (RRC) and Home Confinement services for male and female federal offenders in Houston, Texas, with proposals due January 4, 2027. No set-aside is used. The solicitation, 15BRRC27R00000003, is an indefinite-delivery, indefinite-quantity contract with firm fixed pricing, a one-year base period, four one-year option periods, and one six-month extension option.

The RRC must operate within the Houston city limits in Harris County, and home confinement services must be provided within 150 miles of the facility. The facility must house a minimum of 40 beds (30 male, 10 female), with an estimated maximum of 100 beds (90 male, 10 female). The contractor must be operationally ready within 120 days of award. Invoices go monthly to the San Antonio Residential Reentry Management Office. The Bureau may withhold 0-30% of monthly invoices for Safety/Security/Order failures, 0-25% for Programs and Activities and Justice/Case Management, 0-10% for Resident Care/Services, and 0-5% for Administration/Management and Quality Control. The source states no award value or ceiling.

Pricing is tiered: Tier 1 applies a fixed monthly rate for an Average Daily Population of 40 or fewer, and Tier 2 applies a daily inmate rate for an ADP of 41 or more, with an estimated maximum of 100 placements. Offerors must state firm rates for the base period and all option years, with no sliding scales.

Requirements include a Facility Director with a four-year degree plus two years of related experience, one Case Manager per 30 residents, and at least 25 continuous square feet of unencumbered sleeping space per resident. The contractor must comply with NFPA, OSHA, Architectural Barriers Act, and PREA requirements, and all employees and volunteers must undergo background investigations. All contractors must enroll in and comply with E-Verify for the contract period, with newly enrolled contractors allowed 30 days after award. An authorized contact must attend an on-site facility inspection that occurs after submission and before negotiations. Proposals remain valid for at least 240 days after solicitation closure. Subcontracting goals are Small Business 36.36%, Small Disadvantaged Business 5%, Women-Owned Small Business 5%, Service-Disabled Veteran-Owned Small Business 5%, and HUBZone 3%.

Past Performance is the most significant non-price factor, and Past Performance and Technical/Management are weighted more heavily than Price. Offerors must submit five relevant contracts from the past three years. Proposals must be submitted as three PDF volumes (Technical/Management, Business, and Past Performance), each not exceeding 20 MB, to the Contracting Officer. The Government reserves the right to award without discussion. NAICS is 623990, Other Residential Care Facilities, and PSC is G004, Social Rehabilitation.
