About this file

This is an attachment outlining building requirements for CSOSA (Court Services and Offender Supervision Agency) supportive housing facilities. The document specifies comprehensive standards that contractors must meet to operate offender housing buildings.

General building requirements mandate that facilities be safe, clean, secure, and conducive to rehabilitation while complying with all local, state, and federal regulations including zoning, fire prevention, ADA requirements, and smoke/carbon monoxide detection standards. Contractors must provide CSOSA with current compliance verification within ten business days of award and upon request. Fire safety equipment, including annually inspected fire extinguishers and routine detector testing documentation, must be maintained on-site. Facilities require appropriate air conditioning, screen-covered windows, secured rugs or carpets with non-skid pads, and clear hallways and stairways. All ramps and stairways must have firmly secured handrails. Contractors must maintain pest control measures, covered refuse containers, and exterior areas free of snow and ice. Interior environments must have comfortable lighting, proper ventilation, moisture and temperature control, potable water availability, and prohibition of smoking. Required facility spaces include a reception area, private case management areas, dining areas, and separate bathrooms with privacy provisions. Each facility must maintain adequately supplied first-aid kits, on-site automatic external defibrillators (AED) with trained staff, unexpired naloxone with trained staff, and posted emergency numbers near telephones.

Additional requirements include providing linens, toiletries, and laundry facilities to all offenders at no cost; maintaining 24-hour security and monitoring with sufficient personnel; conducting random room inspections; posting facility rules and contraband lists; ensuring vacant rooms remain ready for occupants; and providing secure valuables storage. Contractors may require offenders to perform daily living tasks, which must be posted and submitted to CSOSA. Each facility must have a telephone for emergencies and offender communications and maintain daily/hourly incident logs during each shift.
