About this opportunity
The U.S. Army Corps of Engineers Walla Walla District seeks design, manufacture, and delivery of spare power transformers for the Lower Snake River hydroelectric plants, with proposals due June 30, 2026. This is a Women-Owned Small Business (WOSB) set-aside procurement. Amendment 0009 (issued June 4, 2026) most recently extended the due date from June 17 and delivery dates from May 31, 2030 to September 30, 2031.
Place of performance is Dayton, Washington 99328. The procurement requires six single-phase generator step-up (GSU) transformers: three T1 units rated 164,000/218,666 kVA and two T2 units rated 82,000/109,334 kVA, each with 500 kV high-voltage and 13.2 kV low-voltage windings, ONAN/ONAF cooling class, and seismic design per ASCE 7-22 and IEEE 693. Transformers will be delivered f.o.b. to Little Goose Lock & Dam storage yard via barge with manufacturer's erecting engineer on-site throughout delivery and assembly. A 5-year manufacturer warranty covers gassing, oil leaks, paint failures, bushing integrity, and heater functionality.
The NAICS code is 335311, Power, Distribution, and Specialty Transformer Manufacturing. The procurement carries economic price adjustment (EPA) provisions: the EPA cap was increased from 15% to 25% upward adjustment per Amendment 0009, with indices applied to core steel (20% weighting), carbon steel (5%), copper conductor (15%), and specialized labor (25%), triggered at 3% threshold and calculated upon factory acceptance testing completion.
Evaluation will weigh fabrication plan, technical approach, past performance, small business participation, and price on a best value tradeoff basis. Small business participation goal is 5% of contract value, with specific goals for disadvantaged, veteran-owned, HUBZone, and women-owned small business subcategories. HUBZone price evaluation carries a 10% preference factor. A bid guarantee of 20% of bid price or $3,000,000 (whichever is less) is required unless the offeror declines Government installment financing.
