About this file
This is a technical specifications amendment document for the procurement of three single-phase generator step-up (GSU) power transformers rated 164,000/218,666 kVA at 500 kV high-voltage and 13.2 kV low-voltage, designed for spare use at Little Goose, Lower Granite, and Lower Monumental dams on the Lower Snake River. The transformers must be Class ONAN/ONAF cooled, oil-immersed type units suitable for outdoor operation and backfeed mode service. Delivery is required f.o.b. to Little Goose Lock & Dam storage yard via barge with off-loading during a coordinated navigation lock closure window. The contractor is responsible for all shipment, site assembly, vacuum oil-filling, field testing, and training of Government personnel, with a manufacturer's erecting engineer required on-site throughout delivery and assembly operations.
Key technical requirements include seismic design per ASCE 7-22 and IEEE 693, comprehensive factory acceptance testing with SFRA baseline data, fiber-optic winding temperature monitoring, nitrogen or conservator tank oil preservation systems, portable fall arrest systems on transformer covers, and extensive quality control documentation. Field testing must replicate factory procedures including turns ratio, power factor, insulation resistance, leakage reactance, and SFRA comparisons. The contractor must provide dry-air and nitrogen gas supplies, conduct tools and parts accountability procedures during internal tank work, perform post-filling oil analysis per ASTM D3487 Type II specifications, and deliver an 8-hour minimum training course with audio-visual recording. A 5-year warranty applies to the transformers with specific coverage for gassing, oil leaks, paint failures, bushing integrity, and heater functionality, while ancillary devices carry manufacturer warranties. Barge delivery requires minimum 45-day advance notice with three optional delivery dates, and the navigation lock will be closed to traffic during the 10-hour off-loading window with all barge operations completed during Government work hours.

Medical Treatment is treatment administered by a physician, or registered professional personnel under the standing orders of a physician. Medical treatment does not include first aid treatment even through provided by a physician or registered personnel.
1.4.5 Mishap
Within the context of EM 385-1-1 , mishap is synonymous with accident. See above paragraph "accident" in this SECTION for definition.
1.4.6 Near Miss
A potentially serious accident that could have resulted in personal injury, death, or property damage, damage to the environment, or illness;
but did not occur due to one or more factors (e.g., a worker falls off a scaffold and is not injured; a crane swings around to move the load and narrowly misses a parked vehicle).
1.4.7 Operating Envelope
The area surrounding any crane. Inside this "envelope" is the crane, the 360-degree area up to the crane's maximum working radius, the operator, riggers and crane walkers, rigging gear between the hook and the load, the load, and the crane's supporting structure (for example, ground, rail).

two-blocking; overload; or collision, including unplanned contact between the load, crane, or other objects.
A dropped load, derailment, two-blocking, overload, and collision are considered accidents, even if no material damage or injury occurs. A component failure (e.g., motor burnout, gear tooth failure, or bearing failure) is not considered an accident solely due to material or equipment damage unless the component failure results in damage to other components (e.g., dropped boom, dropped load, or roll over).
Report load handling equipment accidents, mishaps, and near misses in accordance with EM 385-1-1 Table 2-1.
1.5 MONTHLY EXPOSURE REPORTS
When submitting each monthly billing request enter Contractor and sub-contractor hours of work in the Resident Management System (RMS).

Employ a minimum of one Level 1 Site Safety and Health Officer (SSHO) at each project site, in accordance with EM 385-1-1 Chapter 2-8, to function as the primary SSHO. The primary SSHO is responsible for ensuring all site personnel are implementing SOH requirements according to this contract, the EM 385-1-1 , applicable federal, state, and local requirements to include specific responsibilities outlined in EM 385-1-1 Chapter 2-4. The SSHO must be employed by the Prime Contractor. The SSHO can be assigned as the Project Superintendent on this project .
a. A Designation Letter is required for all levels of onsite SSHOs.
Designate in writing all SSHOs on mandatory ENG Form 6282 (Site Safety and Health Officer Designation Letter). Both the Contractor Corporate Safety Official and the SSHO are to sign the form and submit it to the Contracting Officer for acceptance.
SECTION 01 35 29.10 28 Page 9
b. If a new or additional SSHO is assigned to perform SOH duties onsite, the Contractor must submit a new Designation Letter. Work is prohibited from being conducted until the Contracting Officer accepts ENG Form 6282 ( Site Safety and Health Officer (SSHO) Designation Letter ). Maintain a copy of the accepted form at the site of work.
