About this opportunity
The Federal Bureau of Prisons intends to solicit a single provider for Residential Reentry Center (RRC) beds and Home Confinement (HC) services for male and female federal offenders in Houston, Texas, with an RFP expected after November 1, 2026 and an estimated 60-day closing period thereafter.
The Government intends to award both RRC and HC line items to a single provider to ensure coordinated programming and case management. RRC facilities must be located within Houston city limits; HC placements must fall within a 150-mile radius of the facility. Both services must comply with the Federal Bureau of Prisons' Residential Reentry Center March 2022 Statement of Work, with HC requirements defined in Chapter 10.
The contract is structured as an indefinite delivery, indefinite quantity agreement with firm fixed unit prices for all line items. The RRC requirement encompasses an estimated maximum of 100 beds—90 designated for males and 10 for females—for the one-year base period and each of four one-year option periods. The HC requirement encompasses an estimated maximum of 100 placements for both males and females across the same period structure. Service commencement occurs 120 days post-award, with no upfront mobilization payments authorized before full capacity acceptance begins. Offerors may propose facilities not yet constructed provided they submit a sequential construction schedule demonstrating availability compliance.
No set-aside applies. All responsible sources may submit proposals. The RFP will be available exclusively on sam.gov; no hard copies will be provided. All updates will be posted on sam.gov, and interested parties are responsible for monitoring the site for latest information.
