About this opportunity
The Federal Bureau of Prisons, through its Acquisitions Branch, seeks proposals for in-house Residential Reentry Center (RRC) and Home Confinement (HC) services for male and female federal offenders in the Hampton Roads, Virginia area, with proposals due December 22, 2026. The solicitation uses no set-aside, but the prime contractor must furnish at least 70 percent of contract requirements with directly compensated employees, limiting subcontracting to 30 percent, and a single contractor must deliver both RRC and HC services.
RRC services are performed in Virginia Beach, Norfolk, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Poquoson, and Williamsburg, with the place of performance listed as Hampton, VA 23661. HC services must fall within a 100-mile radius of the RRC facility. The contract is an indefinite-delivery, indefinite-quantity vehicle with firm-fixed unit prices, a 12-month base period, four one-year options (60 months total), and a 120-day readiness requirement after award. Estimated maximum capacity is 96 RRC beds (86 male, 10 female) and 75 HC placements. Pricing is tiered by Average Daily Population: Tier 1 uses fixed monthly rates for a minimum of 39 RRC beds or 30 HC placements, and Tiers 2 through 4 use daily inmate rates. Payment is monthly by electronic funds transfer based on actual usage. Key personnel subject to approval are the Facility Director, Case Manager, and Employment Placement Specialist. The business proposal requires firm rates for the base and all option years, with no sliding scales. The solicitation is rated under DPAS.
Attachment 13 requires a vendor cybersecurity attestation covering U.S.-only data storage, U.S. citizen-only access, and breach reporting within one hour of actual discovery. Offerors must enroll in E-Verify, and proposals must remain valid for 240 days after closure. BOP will conduct an on-site facility inspection after proposals are received, and an authorized representative must be present.
Amendment 0001, posted November 3, 2026, deletes the final sentence of Section M.4, paragraph 2.2 (Accountability factor), which addressed a government option for GPS-tracked, biometric smartphones for residents. The amendment also modifies Sections G.5, M.3 (RRC award without negotiation), 52.215-15(DEV), and 2852.233-70. Questions and answers are attached. Offerors must acknowledge the amendment before the deadline. The government reserves the right to award without discussion, and it reserves the right to cancel without reimbursing proposal costs because funds are not currently available. Direct questions to Contracting Officer Rachel Brown at 202-740-1866 or r16brown@bop.gov.
Evaluation uses seven factors: Accountability, Programs, Community Relations, Site Validity and Suitability, Personnel, Communication/Responsiveness, and Home Detention. Past performance requires five relevant contracts from the past three years, excluding BOP contracts.
