About this opportunity

The Department of the Army seeks bids for a Parts Kit, Hydraulic Pump (NSN 4320-01-086-6793, Part Number 12284862) under a five-year Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity contract, with bids due October 9 at 13:30 EST and bid opening October 20 at 1:30 p.m. local time (Warren, Michigan). This is full and open competition; however, large businesses under NAICS 336992 must submit a subcontracting plan.

Place of performance is the United States, with FOB destination and shipment to DLA Distribution Anniston. Estimated quantities are 106 units in year one and 125 units annually for years two through five (606 estimated units total). The five-year minimum guaranteed quantity is 15 units; maximum is 625 units. Only the five-year minimum is guaranteed.

A Technical Data Package (TDP) with distribution statement "D" (limited to Department of War and U.S. DoW contractors only) is mandatory; bidders must obtain TDP access prior to bid submission or face rejection. The TDP has been updated as of October 9 to include nine missing component prints (harnesses, covers, cables, hoses) and additional drawings. Contractors must hold current DD Form 2345 (Militarily Critical Technical Data Agreement) certification on file with the Defense Logistics Information Service.

The contract requires First Article Test (FAT) approval for cable assemblies per Specification SC-X15110. Amendment 0002 (September 23) specifies that for CLINs 0011–0015 with FAT, 50 units shall be delivered 600 calendar days after receipt of order, with 50 units delivered every 30 calendar days thereafter. Bidders must identify a separate dollar amount for CLIN 0016 even when requesting FAT waiver.

Additional requirements include Chemical Agent Resistant Coating (CARC) standards, ISO 9001:2015 quality standards, configuration management per SAE EIA-649-1, military preservation and packing per MIL-STD-2073-1, unique item identification marking per DFARS 252.211-7003, and OPSEC training and counterintelligence awareness. The Government will evaluate bids without discussions or negotiations; all information necessary for evaluation must be contained in the bid submission. All bids must be valid for a minimum of 150 calendar days.
