About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) Atmospheric Early Warning System Program Management Office is soliciting comprehensive Contractor Logistics Support (CLS) services for the AN/FPS-117 Long Range Radar System through a full and open competition Request for Proposal. The solicitation seeks a single five-year Indefinite Delivery/Indefinite Quantity contract with a six-month extension option to provide program management, engineering support, depot and field level maintenance, repairs, hardware and software procurement, diminishing manufacturing sources management, technical refreshes, emergency services, travel, and shipping support. Proposals will be evaluated based on cost/price, technical capabilities (including technical knowledge, logistics and asset availability, quality control, and contractor resources), past performance, small business participation, and administrative/responsibility materials using a best-value tradeoff approach where non-price factors are significantly more important than cost. The government requires contractors to maintain a minimum 97% operational availability across all radar sites. Questions are due by August 15, 2025, at 2:00 PM MST, with electronic proposal submissions due September 15, 2025, at 12:00 PM MST through the PIEE Solicitation Module.
This procurement operates under NAICS code 334511 with no set-aside designation and a small business size standard of 1,350 employees, with the government acknowledging that Original Equipment Manufacturer Lockheed Martin asserts restricted rights to certain radar components. The contract has a total estimated maximum value of $32,400,000 with a minimum guarantee of $10,000, utilizing both fixed-price and cost-reimbursement pricing arrangements over a performance period not expected to exceed nine years. Services must be provided across 27 operational radar sites located in Alaska, Canada, and Hawaii, plus an Engineering Facility at Hill AFB, Utah, requiring contractors to manage complex logistics across geographically dispersed and often remote locations. The contract structure allows for task and delivery orders to specify quantities, locations, and performance periods as needed. Performance will occur primarily at these distributed radar sites, with contractors responsible for maintaining critical early warning system capabilities across challenging arctic and remote operational environments.

This is a Request for Proposal (RFP). The Air Force Life Cycle Management Center (AFLCMC) Atmospheric Early Warning System (AEWS) Program Management Office (PMO) intends to award a single five (5) year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract (with a six-month extension option IAW 52.217-9) for Contractor Logistics Support (CLS) services for the AN/FPS-117 Long Range Radar System. This acquisition will be conducted using full and open competition (FAR 6.101). Potential Offerors are responsible for monitoring this site for any amendments to this solicitation.
The Government requires comprehensive Contractor Logistics Support (CLS) services to maintain and sustain the AN/FPS-117 Long Range Radar System across 27 operational sites in Alaska, Canada, and Hawaii, as well as the Engineering Facility (EFAC) at Hill AFB, Utah. Services include Program Management, Engineering Support, Depot and Field Level Maintenance, Repairs, Hardware and Software Procurement, Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management, Hardware and Software Modifications (Technical Refreshes), Emergency Services, Travel, and Shipping. Task/Delivery Orders will specify specific quantities, locations, and periods of performances.
Contract Details:
Contract Type: Indefinite Delivery/Indefinite Quantity (ID/IQ),
Period of Performance: Five (5) years, with a six (6) month extension option (FAR 52.217-9),
NAICS Code: 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing),
Small Business Size Standard: 1,350 employees,
Total Contract Period of Performance: Not expected to exceed nine (9) years,
Pricing Arrangements: Fixed price and Cost Reimbursement.
The Government acknowledges that Lockheed Martin (LMC), the Original Equipment Manufacturer (OEM), asserts restricted rights to certain components and assemblies of the AN/FPS-117 radar. The overall performance requirements of this effort are to sustain the Assembly and Sub-Assemblies that are NOT proprietary to LMC. Recent market research, including Sources Sought issued in January and August 2024, indicates substantial industry interest and the potential for vendors to provide critical non-proprietary assemblies and perform required services.
All questions regarding this solicitation are due by 15 August 2025 at 2:00 PM Mountain Standard Time. Questions shall be sent to the contracting officer at email: christopher.jarman@us.af.mil and cameron.tucker.6@us.af.mil. Please submit questions regarding the RFP using the Excel document provided, "Offeror_RFP_Question_Template". The Government reserves the right to not answer further questions or comments.
Offerors are expected to submit offers electronically through the PIEE Solicitation Module.
