About this opportunity

NAVFAC Southeast, acting for the Department of the Navy, is soliciting lease offers for approximately 12,000 rentable square feet of office and medical space in Crestview, Florida, with offers due November 16, 2026 at 4:00 p.m. Eastern. The space supports Defense Health Agency (DHA) medical provider requirements, and no set-aside is used.

The lease carries one year firm with 19 consecutive one-year renewal options, not to exceed twenty years total, with renewals exercisable solely at Government discretion. The Government may terminate after the initial year on 90 days' written notice, a change Amendment 001 made from 60 days on Attachment G. Space must be ready no later than September 30, 2027, though earlier delivery is acceptable if due diligence is complete and funds are available. Place of performance is Crestview, limited to ZIP codes 32536 or 32539 per Attachment A.

Minimum requirements include 10-foot ceilings, climate control, dedicated offices of at least 120 square feet, 117 parking spaces (five accessible, at least two van-accessible per Florida Building Code), and a building above grade with at least two remote exits. The space must comply with ADA/ABA accessibility standards, be free of asbestos-containing materials, and be accessible to the Government from 8:00 a.m. to 4:30 p.m., Monday through Friday, with 24/7 Government access retained. Because the space exceeds 10,000 square feet, an Energy Star label is required unless statutory exceptions apply. Fire protection must meet code, including a GSA Form 12000 evaluation, with Part B completed by a licensed fire protection engineer for spaces on or above the 6th floor. The lessor is responsible for building maintenance, roof and structural components, and major building systems.

Award uses Best Value trade-off source selection, with technical factors and price weighted approximately equally. Technical factors are Location (proximity to Eglin Air Force Base, with distances within one-third mile considered substantially equal) and Facility Characteristics (size against the 12,000 RSF requirement, single-location capability, layout efficiency, room configuration, structural compliance, security features, parking, single-tenant occupancy, and single-story design). Price is evaluated for reasonableness using total annual rent over twenty years, compared against other proposals and the Government estimate, with no present-value discounting. The Government anticipates an award decision within three months of closing.

Amendment 002, issued November 2, 2026, allows either the owner or the owner's property management and leasing agent to submit an offer. Offerors must acknowledge receipt of Amendment 002 in their offers, and failure to acknowledge may result in rejection. Offerors must hold active SAM and DNB.com registrations before award, and SAM must remain active throughout the lease term, as the Government will not process rent payments without it. Offerors must provide a deed or a Master Lease Agreement covering the entire term through Year Twenty, and if not the fee owner, the Master Lease Agreement must include the master lessor's written consent. Offers are submitted electronically to darlene.i.griggs.civ@us.navy.mil and michael.p.bailey.civ@us.navy.mil and must include GSA Forms 12000, 3518, and 3518-SAM, energy certification forms, a location map, a floor plan with parking layout, a Certificate of Occupancy, and a Proposal to Lease with pricing for all renewal years.
