About this file
This is an Energy Star Label Form attachment for a federal real estate lease solicitation (SFO N69450-27-RP-00023) applicable to leases exceeding 10,000 net square feet. The form requires offerors to certify whether the proposed leased space has earned Energy Star certification in the most recent year and, if so, to provide supporting documentation. If the space has not achieved Energy Star certification, offerors must either identify applicable exceptions outlined in paragraph 5 of the Solicitation for Offers or commit to specific energy efficiency improvements.
For spaces lacking Energy Star certification, offerors must describe the timeline and scope of renovations needed to achieve certification or implement cost-effective energy efficiency and conservation improvements over the firm lease term. Required improvement areas include lighting, windows, and heating, ventilation, and air conditioning systems. All renovations must be completed at no cost or expense to Government occupants prior to Government acceptance of the space. If no improvements are proposed, offerors must provide written justification demonstrating why no energy efficiency and conservation improvements are cost-effective. Offerors must attach supporting documentation as necessary to substantiate their responses to both questions.

ATTACHMENT D
ENERGY STAR LABEL FORM (to be completed for leases more than 10,000
NSF), SFO N69450-27-RP-00023
1. Has the offered space proposed to be leased to the Government earned the Energy Star label in the most recent year? If so, provide/attach any supporting documents. If the space has not earned the Energy Star Label, does the space meet any of the exceptions described in paragraph 5 of the Solicitation for Offers. If so, please describe which exception.
2. If the space has not earned the Energy Star label in the most recent year, then describe how and when the space will be either renovated to meet the Energy Star label, or renovated for all energy efficiency and conservation improvements that would be cost effective over the firm term of the lease, including improvements in lighting, windows, and heating, ventilation, and air conditioning systems. Attach any supporting documents as necessary to answer this question. Renovations under Energy Star requirements shall be made without cost or expense to the Government occupants prior to the Government’s acceptance of the space. If no improvements are proposed, the Offeror must demonstrate to the Government why no energy efficiency and conservation improvements are cost effective.
