GSA Form 3516 Solicitation Provisions.

6. BASIS OF EVALUATION

a. Evaluation of Offers. Award will be made using Best Value/Trade-Off Procedures.

Award will be based on technical factors and price, which together constitute a best value to the Government. Technical factors when combined are approximately equal in importance to price. The objective is selection of a lease contractor whose overall offer demonstrates the best value to the Government based on the specified criteria. The technical factors are of equal importance. All offers shall be evaluated against the established criteria set forth below. An unacceptable rating in any factor, unless corrected in discussions, shall render the entire technical offer unacceptable and therefore ineligible for award. The following criteria shall be used to evaluate offers: compliance with the Minimum Requirements for Offered

Space; Technical Factors (1) Location, and (2) Facility Characteristics; and Price.

b. Offers will be evaluated in two Phases as follows:

(1) In Phase I, the Offeror’s compliance with the Minimum Requirements for Offered

Space will be evaluated. Offers will first be screened for compliance with all Minimum

Requirements for Offered Space. Offers not meeting the minimum requirements may be eliminated from further evaluation for award.

(2) In Phase II, the Technical Factors (1) Offeror’s Location, and (2) Facility

Characteristics will be evaluated; and Price submissions will be evaluated separately.

Offers meeting the Minimum Requirements for Offered Space will be evaluated based on the Technical Factors and Price. During Phase II, these offers will be evaluated against the established criteria set forth below under the two Technical Factors. The technical evaluation team shall review each offer and rate each technical factor as “good,”

“satisfactory,” or “unacceptable.” An unacceptable rating in any factor shall render the entire offer unacceptable and therefore ineligible for award.

c. Technical Factors for Evaluation:

Factor 1: LOCATION. The Government will evaluate the location of the Offeror’s property in proximity to Eglin Air Force Base. Greater weight will be given to Offers that propose properties located closer to Eglin Air Force Base. Distances within 1/3 mile shall be considered substantially equal to each other.

Factor 2: FACILITY CHARACTERISTICS. The Government will evaluate the floorplan, any brochure or description included in the Offer, and the physical characteristics of the

Offeror’s proposed site. Greater weight will be given to Offers proposing any or all of the following features:

(1) offered space closer to the total requirement of 12,000 RSF will be evaluated/scored higher than smaller spaces;

(2) meeting the Government’s requirements at a single property location;

(3) layout configurations that will efficiently and adequately meet all SFO requirements;

(4) the number of rooms with size and dimensions that meet SFO requirements;

(5) facilities with demonstrated structural soundness and compliance with federal, state, and local building codes and ordinances;

(6) additional security features such as on-site security and/or controlled entry;

(7) facility has parking areas with more than 117 dedicated/available parking spaces;

(8) no other tenants are co-located at the facility;

(9) facility has additional areas that can support the SFO requirements, which are co-located at proposed facility;

(10) space is offered in a single-story.

d. Rating Scheme

Technical Factors will be evaluated using the adjectival ratings and definitions below. The addition of plus (+) or minus (-) to an adjective rating will not be used.

ADJECTIVAL RATINGS

Rating Definitions

Good (G)

The offer/factor demonstrates a good understanding of the Government’s requirements. Offered space exceeds Government’s standards. Offer/factor contains strengths that are not offset by weakness. Risk to Government is low.

Satisfactory (S)

The offer/factor demonstrates an acceptable understanding of the Government’s requirements. Offered space meets Government’s standards. Offer/factor contains no strengths that are not offset by weakness. Risk to Government is moderate.

Unacceptable (U)

The offer/factor demonstrates a lack of understanding of the Government’s requirements. Offered space does not meet Government’s standards. The offer/factor contains major omissions, significant weaknesses and/or deficiencies. Risk to

Government is high.

Definitions

Strength

An aspect of an offeror or factor that has merit or exceeds specified requirements in a way that will be advantageous to the Government during the lease term.

Weakness A flaw in the offer or factor that increases the risk to the Government.

Deficiency A material failure of an offer or factor to meet a Government requirement.

e. PRICE: The Offeror’s proposed price will be evaluated on the basis of price reasonableness. Price will be evaluated based on the total proposed annual rental for the required space over all twenty (20) years, including renewal options, as calculated in accordance with (Attachment G). The total price proposed for rent will be compared to the

Government estimate and/or other independent price and cost information.

Reasonableness. Price analysis comparisons indicate the offered price to be fair and reasonable.

One or more of the following techniques will be used to ensure a fair and reasonable price:

1. Comparison of proposed prices received in response to the solicitation.

2. Comparison of proposed prices with the independent Government estimate.

A price that is found to be unreasonably high or low may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal being considered unacceptable.

NOTE: All Offerors are advised to complete registrations at http://sam.gov and http://www.dnb.com several business days before submitting the offer. Early offers are welcome.
