About this file

This is Amendment 001 to a federal lease solicitation for office/medical space in Crestview, Florida (Contract N69450-27-RP-00023), issued by Naval Facilities Engineering Systems Command Southeast on October 28, 2026. The amendment addresses 40 questions and answers from potential offerors and makes one substantive change to the solicitation terms.

The primary amendment modifies the lease termination notice period from 60 days to 90 days on Attachment G, Item 18. Key lease terms remain: an initial one-year firm term with nineteen consecutive one-year renewal options for a total not exceeding twenty years, with exercise of options solely at Government discretion. The Government may terminate after the initial year with 90 days' written notice. The solicitation seeks approximately 12,000 rentable square feet for medical and office use with 50+ rooms and 117 parking spaces (including five accessible spaces, with at least two van-accessible per Florida Building Code). Space must be delivered no later than September 30, 2027, though earlier delivery is acceptable if due diligence is complete and funds are available. The Government anticipates an award decision within three months of solicitation closing. Offerors must meet minimum requirements including 10-foot ceiling heights, Energy Star label certification (or cost-effective efficiency renovations for buildings under 10,000 square feet), code-compliant fire protection in multi-tenant buildings, and tenant improvement capability. The price evaluation covers total annual rental costs over twenty years with no present-value discounting assumed. SAM registration (NAICS 6221—General Medical and Surgical Hospitals) must be active prior to award. Offerors must acknowledge receipt of this amendment; failure to do so may result in offer rejection.

(1) Accounting classification Net increase $

N69450-27-RP-00023

Continued from page 1:

Answer 1: No. See Section 1. Summary. The Lease will have an initial term of one (1) year, with nineteen (19) consecutive renewal options of one year each, for a total not exceeding twenty (20) years. Exercise of options shall be solely at the Government’s discretion.

Question 2: If the Government accepts a firm term of five (5) or ten (10) years, please confirm that the Government’s right to terminate on 90 days’ written notice would apply only after the firm term expires, and not during it. If the one-year firm term remains, please confirm that the termination right applies only after that initial year. Attachment G, item 18 states 60 days’ notice; please confirm which notice period governs.

Answer 2: The Solicitation is amended as noted below. See Section 1. Summary. The Lease will have an initial term of one (1) year, with nineteen (19) consecutive renewal options of one year each, for a total not exceeding twenty (20) years. Exercise of options shall be solely at the

Government’s discretion. The Government may terminate the Lease at any point after the initial one-year term, upon 90 days' written notice to the Lessor.

SOLICITATION IS HEREBY AMENDED AS FOLLOWS:

On Attachment G, item 18, replace “60 days” with “90 days”.

Question 3: What is the earliest date the Government could take possession of the space? If space can be delivered before September 30, 2027, would the Government accept early delivery and commence rent at that time?

Answer 3: See Section 1. Summary. The Lease is anticipated to commence no later than

September 30, 2027. The Government is willing to take possession of the space prior to

September 30, 2027 and commence rent so long as all due diligence has been completed and funds are available. Offerors may identify an earlier proposed delivery date in Attachment G, Item 15.

Question 4: When does the Government anticipate making an award decision, and how soon after award does it expect to execute the Lease?

Answer 4: Government anticipates making an award decision within three months of the closing of the Solicitation, so long as there is an acceptable offer that meets the Solicitation requirements. Lease execution to follow.

Question 5: Is the Lessor expected to design and construct the tenant improvements and deliver the space turnkey? If so, who will prepare the design intent drawings, and when will they be provided?

Answer 5: Per Section 2. Minimum Requirements (2) Offeror, “Must accept tenant improvements, as needed; for example, the ability to create/convert offered space into office or medical spaces, adding storage/shelving for vertical storage, or adding electrical systems to support medical-related equipment.” In addition, per Section 5.e.(7), the proposal should include, “(7) Floor Plan of offered Space. A floor plan depicting the Space(s) offered and the proposed layout of walls and doors, stairwells and elevators, if applicable, and required exits.

Include a site plan showing the location of offered parking spaces, and indicate whether they are offered for exclusive use. Indicate the number and location of rooms in the offered space, including their sizes. Provide ceiling heights. Include photographs or internet links showcasing the property, if available.”

Question 6: Please provide the space program (room list, room sizes, and finish and MEP requirements) and identify the anticipated clinical services (e.g., primary care, behavioral health, minor procedures, imaging, laboratory).

Answer 6: There will be approximately 50+ rooms. See section 5.e.(7), the proposal should include: “(7). Floor Plan of offered Space.

Include photographs or internet links showcasing the property, if available.” Per Section 2. Minimum Requirements. (5) “Rooms within the offered space must be a minimum of 120 square feet. Offered space that does not meet this minimum, but has the space to be converted to meet the minimum of 120 square feet per room, will not be excluded.”

Question 7: If tenant improvements are amortized in rent, will the Lease provide for payment of the unamortized balance if the Government terminates before amortization is complete? Does the Government have a tenant improvement allowance amount in mind?

Answer 7: Per Section 2. Minimum Requirements (2) Offeror, “Must accept tenant medical spaces, adding storage/shelving for vertical storage, or adding electrical systems to support medical-related equipment.” See also Section 5.f.(4) “Include the estimated cost to prepare the space for occupancy by the Government as applicable, the Offeror’s proposed

Tenant Improvement (TI) allowance rate, and the proposed amortization rate for tenant improvements, if to be funded by Government.”

Question 8: May an Offeror identify additional space at the same property as optional expansion space, in addition to the primary space offered, without affecting the evaluation of the primary offer?

Answer 8: Per Section 6. Basis of Evaluation, c. Technical Factors for Evaluation, Factor 2

Facilities Characterizations, “Greater weight will be given to Offers proposing any or all of the following features: ...

(9) facility has additional areas that can support the SFO requirements, which are co-located at proposed facility;”

Question 9: Section 5.f(2) and Attachment G, Section 10 call for full-service pricing including utilities, while Attachment B-2, Rider paragraph 12.d states the Government will obtain and pay utilities separately from rent. Which governs? Should utilities be included or excluded from the proposed rent?

Answer 9: Per Section 5.f.(3), Offerors must also state the historical utility expenses for the proposed lease space, or state if this information is not available. Attachment G, section 10.c.

calls for utilities cost for offered space per year. Per Attachment B-2, Lease Rider, Government will obtain and pay utility services (electric, water, sewer) and telephone separately from rent.

Question 10: The SFO refers to rentable square feet (RSF), Attachment G refers to net square feet, and Attachment H, Clause 22 provides for payment based on ANSI/BOMA Occupant Area

(ABOA). On which basis should rent be proposed, and will the Lease state an ABOA figure and common area factor?

Answer 10: Complete Attachment G on the basis requested in the form.

Question 11: Will the Lease include annual adjustments for real estate taxes and operating costs, or should Offerors build all escalations into the proposed rent schedule for Years 1–20?

Answer 11: Complete Attachment G on the basis requested in the form.

Question 12: What coverage types and amounts will the Government require?

Answer 12: See Attachment B-2, paragraph 16, for the insurance requirements.

Question 13: Please confirm that a newly constructed building that has not yet earned the label, but is expected to qualify, meets the requirement on that basis. What documentation should be submitted with the offer to demonstrate the building can achieve a score of 75 or higher (e.g., an EPA Statement of Energy Design Intent or a projected Portfolio Manager score)?

Answer 13: See Section 3.b.(1). A newly built building unable to obtain the Energy Star label because of insufficient occupancy must achieve the label within 18 months after Government occupancy.

Question 14: Minimum Requirement 8 states multi-story buildings are acceptable "if adequate stairwells and elevators are provided." Would space in two-story suites with code-compliant interior stairs but no elevator meet this requirement, for example if all patient-facing and accessible functions are on the ground floor? If acceptable, how would it be rated under Factor

2, item (10) (space offered in a single story)?

Answer 14: See Section 2. Minimum Requirements. (8). “Multi-story buildings are acceptable if adequate stairwells and elevators are provided.” Factor 2, item (10) is specific to offers of single-story space.

Question 15: May an offeror offer only the ground-floor area of multi-story suites and have it treated as single-story space under Factor 2(10)? If the upper floor of a suite can be reached only through the Government's ground-floor space and therefore cannot be used or leased to anyone else, (a) may the offeror include the cost of the entire suite in the rental rate for the ground-floor area offered, or (b) may the Government lease both floors of the suite (for example, the upper floor as storage or support space) at a lower blended rate per square foot?

Should the upper-floor area be excluded from the offered RSF, and may it be left unused or secured by the Lessor?

Answer 15: Yes, Offerors may identify only the ground-floor area as the offered space, which will be treated as a single-story space. Offered space will be evaluated as offered under the SFO's criteria.

Question 16: Minimum Requirement 6 requires a ceiling height of at least 10 feet. Please confirm how this is measured (finished floor to finished/suspended ceiling, or to structure), whether it applies to all areas (e.g., corridors, restrooms, storage) or only to offices and exam rooms, and whether existing ceilings below 10 feet may be raised as part of the tenant improvements before occupancy.

Answer 16: Per Section 2. Minimum Requirement. (6)” Offered space ceiling height must be at least 10 feet.” This will be as measured per commercial industry standards.

Question 17: Minimum Requirement 9 requires 117 available spaces, including five accessible spaces (at least two van-accessible). The property has 113 striped spaces under the Offeror's control, including accessible spaces. (a) Is 113 spaces under the Offeror's control acceptable, or must the Offeror provide the full 117? (b) If 117 is required, may the Offeror add spaces on the property by re-striping or expanding the paved area before occupancy? (c) Must all spaces be exclusive to the Government, or may spaces shared with other tenants count (Attachment G, item 13 asks whether spaces are reserved or shared)? (d) May accessible and van-accessible spaces be added or re-striped before occupancy?

Answer 17: See Section 2. Minimum Requirements. (9) “Offered space must include 117 available parking spaces for staff members and patients, including five disabled spaces. At least two (2) of the five disabled spaces must be accessible for van-sized vehicles per Florida Building

Code 208.2.” See Section 5.e,(7), which notes the floor plan should indicate whether the offered parking spaces are for exclusive use. See also Attachment G, Items 12 and 13.

Question 18: The Summary states the leased premises may comprise more than one space, and

Minimum Requirement 7 requires space in a multi-tenant building to be separately partitioned with code-compliant fire protection. Would an offer of several contiguous suites at one property, separated from other tenants by fire-rated demising walls, be acceptable and evaluated as "meeting the Government's requirements at a single property location" under

Factor 2(2)? Is a specific fire-resistance rating required, and may openings be created between the Government's suites?

Answer 18: See Section 2. Minimum Requirements. (7). “If the offered space is within a multi-tenant building, the offered space must be separately partitioned with drywall or other solid wall material and offering code compliant fire protection to be provided by the Lessor and installed no later than the lease occupancy date.” The Summary allows the leased premises to comprise more than one space. In a multi-tenant building, the offered space must be separately partitioned and have code-compliant fire protection. Yes, contiguous suites at one property, separated from other tenants by fire-rated demising walls, is acceptable and constitutes a single property location. Per Section 2. Minimum Requirements. (7), the structure must meet code compliance fire protection.

Question 19: How will Factor 2(8) (no other tenants co-located at the facility) be applied where the Government's space is fully demised but other tenants remain elsewhere on the same property?

Answer 19: Factor 2(8) is specific to offers where offered space has no other tenants co-located at the facility; such offered space is given greater weight.

Question 20: The Summary states the lease is anticipated to commence no later than

September 30, 2027, while Minimum Requirement 11 states the space must be ready "prior to

September 30, 2027." Please confirm the required delivery date, and the anticipated award date and Government design-review schedule that offerors should plan the build-out around.

Answer 20: The Lease is anticipated to commence no later than September 30, 2027. See

Section 1, Summary. The Government is willing to take possession of the space prior to

September 30, 2027 and commence rent so long as all due diligence has been completed and funds are available Offerors may identify an earlier proposed delivery date in Attachment G, Item 15. Government anticipates making an award decision within three months of the closing of the Solicitation, so long as there is an acceptable offer that meets the Solicitation requirements. Lease execution to follow.

See answers to questions 3 and 4.

Question 21: May space be delivered in phases (for example, a portion earlier and the balance by the required date), with rent commencing for each phase on acceptance? If phasing is acceptable, how should it be shown on Attachment G?

Answer 21: Yes. See Attachment H, General Clause 13 Progressive Occupancy. Please submit an extra sheet in your price proposal in Attachment G with your proposed additional space(s) annual rent prices, base rent prices and operating expenses for Lease Years 1 –20 and availability date of additional space.

Question 22: May an offer include space that becomes available during 2027 as existing leases expire, either (a) as part of the approximately 12,000 RSF delivered by the required date, or (b) as optional future expansion space or a right of first refusal? If so, how should expansion space be priced on Attachment G, would it be considered under Factor 2(9) (additional co-located areas that can support the requirement), and would it be included in the 20-year price evaluation?

Answer 22:

a. Yes, but the approximately 12,000 RSF must all be delivered no later than September 30, 2027.

b. Please submit an extra sheet in your price proposal in Attachment G with your proposed additional space(s) annual rent prices, base rent prices and operating expenses for Lease

Years 1 –20 and availability date of additional space.

c. Expansion space is space beyond the required approximately 12,000 RSF.

Question 23: Will the Government provide a space program or design intent drawings for the medical build-out (Attachment H refers to approved design intent drawings), and when? Who is expected to design and construct the improvements: the Lessor, or the Government through its own contractor?

Answer 23: Design details and planning will be conducted post-award.

Question 24: Section 5.f(4) asks for the estimated cost to prepare the space, the proposed TI allowance rate, and the proposed amortization rate "if to be funded by Government." Is there a

Government-specified TI allowance per square foot? Which funding methods are acceptable: (a)

TI amortized into the rent, (b) a lump-sum Government payment on acceptance, (c)

Government-performed work, or a combination? Is there a required or maximum amortization term (for example, the one-year firm term)?

Answer 24: Per Section 2. Minimum Requirements. 2, Offeror, “Must accept tenant medical spaces, adding storage/shelving for vertical storage, or adding electrical systems to support medical-related equipment.” See also Section 5.f.(4) “Include the estimated cost to prepare the space for occupancy by the Government as applicable, the Offeror’s proposed

Question 25: Because the Government may terminate at any time after the initial one-year term on 90 days' written notice, if TI costs are amortized into rent beyond Year 1, will the

Government pay the unamortized TI balance upon termination? May the Offeror state this condition in Attachment G, block 20 (Additional Remarks or Conditions) without the offer being considered nonconforming?

Answer 25: Per Section 2.

Question 26: The SFO Summary provides for termination on 90 days' written notice, but

Attachment G, item 18 shows 60 days. Please confirm which governs.

Answer 26: Termination with 90 days' written notice. See answer to Question 2 – the

Solicitation is amended as set forth therein.

Question 27: Section 6.e states price will be evaluated on total proposed annual rental over all twenty years, including renewal options. Please confirm that (a) all 19 one-year options are assumed exercised; (b) TI amortized into rent is included in the evaluated total; (c) any lump-sum TI payment by the Government is added to the evaluated price; (d) no present-value discounting is applied; and (e) optional expansion space, if offered, is or is not included.

Answer 27:

a. Complete Attachment G on the basis requested in the form.

b. Complete Attachment G on the basis requested in the form.

c. Complete Attachment G on the basis requested in the form.

d. Complete Attachment G on the basis requested in the form.

e. Please submit an extra sheet in your price proposal in Attachment G with your proposed expansion or additional space(s) annual rent prices, base rent prices and operating expenses for

Lease Years 1 –20 and availability date of additional space.

Question 28: Section 5.f(2) asks for full-service pricing (base rent, property tax, hazard insurance and CAM), and Attachment G, Section 10 includes a utilities column, but the Rider

(Attachment B-2, paragraph 12.d) states the Government will obtain and pay electric, water and sewer separately from rent. Should utilities be excluded from the proposed rate, with historical utility costs reported separately under Section 5.f(3)?

Answer 28: See answer to question 9.

Question 29: The SFO refers to approximately 12,000 rentable square feet, Attachment G requests rates and totals per net square foot, and Attachment H (Payment) refers to ABOA square feet. Which basis should offerors use on Attachment G, and is the 12,000 square-foot target RSF or ABOA/usable?

Answer 29: Complete Attachment G on the basis requested in the form. See answer to question

10.

Question 30: May an offeror submit alternate pricing for the same space (for example, one price with Government-funded build-out and one with Lessor-funded build-out amortized into rent), and will each be evaluated?

Answer 30:

a. Yes, an offeror may submit alternate pricing for the same space. Please submit an extra sheet in your price proposal in Attachment G with your proposed alternate pricing to include annual rent prices, base rent prices and operating expenses for Lease Years 1 –20 and availability date.

b. The Offeror’s proposed price will be evaluated on the basis of price reasonableness. Price will be evaluated based on the total proposed annual rental for the required space over all twenty

(20) years, including renewal options, as calculated in accordance with (Attachment G).

Question 31: Does the Energy Star label requirement in Section 3.b apply to each building containing Government space, or to the property as a whole? Is the 10,000 square-foot threshold measured on total space leased or on space in each building, and in RSF or NSF

(Section 5.e(5) refers to NSF)?

Answer 31: Energy Star label requirement is applicable to each building containing government space.

Question 32: If the offered building has not earned the Energy Star label in the most recent year, may the label be obtained after award but before acceptance of the space? For leases over

10,000 square feet, is a commitment to cost-effective energy-efficiency renovations (as described in the opening of Section 3) an acceptable alternative to a label? Would an existing building with significant vacancy qualify for the 18-month-after-occupancy provision for buildings unable to obtain a label because of insufficient occupancy?

Answer 32: See Solicitation Section 3, which states at the beginning, “Offers must include a completed Energy Star Label Form, either Attachment C or Attachment D hereto, as applicable, describing whether the offered space has earned the Energy Star label; or if the space has not earned the Energy Star label, the Offeror must describe in the attached form its proposed energy efficiency and conservation renovations to be made to the space that would meet the

Energy Star label requirements and be cost effective over the firm term (one year) of the lease.

If no renovations/improvements are proposed, the Offeror must explain on Attachment C or

Attachment D, as applicable, why no energy efficiency and conservation renovations are cost effective.”

See also Solicitation Section 3.b.(1), last sentence, which states, “Newly built buildings and existing buildings that have had an Energy Star® label or are able to produce documentation that it can receive an unofficial score of 75 or higher, but are unable to obtain a label in the most recent year because of insufficient occupancy, shall achieve an Energy Star® label within

18 months after occupancy by the Government.”

Question 33: Attachment D refers to exceptions "described in paragraph 5 of the Solicitation for

Offers"; the exceptions appear in Section 3.b(2). Please confirm Section 3.b(2) is intended.

Answer 33: Section 3.b(2) is intended. Attachment D should read "described in paragraph

Section 3.b(2) of the Solicitation for Offers" vice “described in paragraph 5 of the Solicitation for

Offers”.

Question 34: If the space currently has a certificate of occupancy for office/business use, is that sufficient at offer, with a certificate of occupancy for medical use delivered after the build-out and before acceptance?

Answer 34: A current certificate of occupancy is sufficient.

Question 35: The lease is structured as a one-year firm term with nineteen one-year options.

Can the Government share the anticipated duration of the Defense Health Agency need (for example, long-term or interim pending other facilities)? This materially affects how offerors price and amortize medical improvements.

Answer 35: No. The Lease will have an initial term of one (1) year, with nineteen (19) consecutive renewal options of one year each, for a total not exceeding twenty (20) years.

Exercise of options shall be solely at the Government’s discretion. See answer to question 1.

Question 36: Are there specific medical requirements offerors should price, such as the number of exam rooms, in-room plumbing, medical gas, imaging shielding, or dedicated HVAC?

Answer 36: No. Complete Attachment G on the basis requested in the form.

Question 37: Please confirm the applicable NAICS code. Please also confirm whether SAM registration must be active at offer submission or only before award (Section 4.a), that the SAM

Unique Entity ID satisfies the DUNS reference in Attachment E, and whether the SAM registrant must be the deeded owner entity.

Answer 37:

If the Offeror is not the fee owner of the offered site, then the Offeror must provide Government with a copy of Offeror’s lease or sublease agreement (“Master Lease Agreement”) with its lessor or sublessor (“Master

Lessor”), together with Master Lessor’s written consent to the Lease under the terms set forth in this SFO and all attachments hereto. By submitting a proposal to the Government, Offeror does thereby consent to Government’s direct communication with the Master Lessor to confirm the terms of the Master Lease Agreement and the Master Lessor’s consent to the proposed

Lease.”
