About this opportunity
Defense Logistics Agency Energy seeks production, storage, and delivery of bulk Dinitrogen Tetroxide (N2O4) aerospace propellant conforming to military specification MIL-PRF-26539G, with proposals due August 26, 2026, at 4:00 PM Central Time. Amendment 0001, issued August 17, provided revised Attachment F (DLA Energy P-11, dated June 29, 2026) and confirmed the proposal deadline unchanged. This is an unrestricted procurement under FAR Parts 12 and 15.
The Government intends to award one Firm-Fixed-Price with Economic Price Adjustment (FP-EPA) Requirements-type contract for a ten-year period of performance from September 15, 2026, through September 14, 2036, structured as a six-month phase-in period, a fifty-four-month base performance period, and a five-year option period. The contract covers five MON-grade propellant types (MON-10, MON-15, MON-25, MON-3, and MON-3 Ultra Low) with estimated annual quantities of 100 to 7,000 pounds across contract years, plus ancillary services including Monthly Maintenance Facility Fees, cylinder re-certification testing, container cleaning and passivation, and Non-Recurring Engineering for new market entrants establishing domestic production lines.
Place of performance is at the contractor's manufacturing and fill-point facility, designated as an Aerospace Energy Support Point (AESP). Contractor-provided bulk storage tanks must be located at the awardee's manufacturing fill-point. NAICS code is 325180, Other Basic Inorganic Chemical Manufacturing, with a small business size standard of 1,000 employees.
Evaluation uses four Comparative Technical Factors ranked by importance: Factor 1 (Production Capability and Technical Approach) most important; Factor 2 (Domestic Industrial Base and Supply Chain Resiliency) second most important; Factors 3 and 4 (Safety and Environmental Compliance; Domestic Capability Enhancement) equally weighted and less critical. Past Performance is evaluated as Acceptable/Unacceptable/Neutral, with Neutral treated as Acceptable. Large business offerors must submit a DLA Small Business Subcontracting Plan. A Pre-Award Survey with an Acceptable rating is mandatory. Award will be made to the Highest Technically Rated Proposal with Fair and Reasonable Price (HTRO-FRP). Responses submit to Contracting Officer Tammie D. Campbell at tammie.campbell@dla.mil.
