About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by Defense Logistics Agency (DLA) Energy Aerospace for the production, storage, and delivery of bulk Dinitrogen Tetroxide (N204), a liquid propellant used in aerospace applications.

The solicitation SPE601-26-R-0310, issued July 27, 2026, with an offer due date of August 26, 2026 at 4:00 PM CT, seeks a single requirements contract for a 10-year period of performance from September 15, 2026 through September 14, 2036, structured as a 6-month phase-in period followed by a 54-month base performance period and a 5-year option period. The contract will be awarded on a Highest Technically Rated Offeror (HTRO) basis ensuring a mutual understanding of technical requirements and establishing a fair and reasonable price prior to award. Pricing will be evaluated across all 34 solicitation line items over the 10-year performance period. The government estimates ordering 1,000 pounds during the initial 6-month phase-in and 200 pounds annually thereafter, with requirements encompassing bulk N204 product in various tank truck configurations, monthly maintenance facility fees, cylinder/container/drum cleaning services, product passivation, cylinder re-certification testing, and miscellaneous engineering and lab analysis services. Contractor-provided bulk storage tanks must be located at the awardee's manufacturing fill-point. The contract includes pre-production sample approval requirements per QAF E45.02, a Pre-Award Survey, and a DLA Small Business Subcontracting Plan requirement for large business offerors. The acquisition is unrestricted (not set aside for small business), NAICS code 325180 with a 1,000-employee size standard, and incorporates FAR Part 12 commercial items provisions along with numerous DFARS clauses addressing cybersecurity, supply chain traceability, covered defense information, and other federal compliance requirements.
