About this opportunity
The U.S. Navy's Naval Sea Systems Command (NAVSEA) is conducting market research for a potential Service Craft and Boats Multiple Award Contract (MAC) through this Request for Information, seeking to procure new construction of aluminum and steel boats, targets, and service craft for U.S. Navy operations and Foreign Military Sales. The procurement will cover various vessel types including workboats, oil spill response boats, naval special warfare surface support craft, dive support boats, force protection boats, auxiliary personnel lighters, floating dry docks, utility barges, and high-speed maneuvering surface targets. The anticipated contract structure will be a 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) multiple award arrangement utilizing Request for Delivery Order Proposals (RFDOPs) for streamlined execution. Evaluation criteria for delivery orders will be based on best value or Lowest Price Technically Acceptable methodologies, with initial proposal requirements focusing on production facilities, past performance, and engineering rates. The RFI response deadline is 1400 EST on October 14, 2025, with an anticipated RFP release in the second quarter of fiscal year 2026 and contract award planned for the third quarter of FY26.
The contract will be structured with two competitive lots: Lot 1 designated as a Small Business Set-Aside for new construction of Navy and Foreign Military Sales aluminum and steel boats, targets, and service craft, while Lot 2 will be conducted under Full and Open Competition for Navy service craft construction. No current incumbents or contractors are identified in the documentation. The total contract ceiling is estimated at approximately $3.5 billion over the 10-year performance period, with a minimum contract guarantee of $1,000 to facilitate broad vendor participation and enable the Navy to award contracts to as many qualified sources as practicable. The contract will support multi-year ordering options and allow for the addition of MAC holders through periodic competitions based on performance and market conditions. Primary delivery locations will be Navy stock points in San Diego, California and Williamsburg, Virginia, with additional deliveries to other Continental United States (CONUS) and Outside Continental United States (OCONUS) fleet concentration areas as required.
