About this opportunity

The Naval Sea Systems Command, under the Department of the Navy, has published a Special Notice regarding a Service Craft and Boat (SCB) Multiple Award Contract (MAC) Industry Day scheduled for December 10, 2025. This virtual event, accessible via Microsoft Teams, is designed to inform potential contractors about an upcoming $3.5 billion contract opportunity for the procurement of various commercial-based, non-developmental boats and waterborne platforms. The Navy intends to onboard a diverse pool of capable U.S. builders, ranging from small businesses to large shipyards, to support this major acquisition initiative. Interested parties from NAICS codes 336611 and 336612 (shipbuilding and repairing sectors) are encouraged to attend the Industry Day, though participation is entirely voluntary and not required for future solicitation eligibility. The Special Notice was posted on December 6, 2025, with the Industry Day scheduled just three days later.

The primary objective of this Industry Day is to educate potential contractors about the SCB MAC's scope, structure, and requirements while minimizing proposal burdens and enabling efficient future delivery order competitions. Key details include a two-lot procurement structure: Lot 1 represents a small business set-aside for smaller aluminum and steel craft such as patrol boats and service craft, while Lot 2 consists of a full and open competition for larger floating structures including Auxiliary Personnel Lighters and Auxiliary Floating Dry Docks. The formal Request for Proposal is targeted for release in the second quarter of Fiscal Year 2026, subject to Acquisition Plan approval. Contractors must submit written questions using the standardized Industry-Questionnaire template provided; live questions will not be accepted during the Industry Day. All interested parties should monitor SAM.gov for solicitation updates and prepare to respond when the formal RFP is released, with delivery orders to be competed among qualified awardees based on price and non-price evaluation factors.

Notice text

The U.S. Navy intends to hold a virtual Industry Day to discuss the upcoming Service Craft and Boats (SCB) Multiple Award Contract (MAC), a $3.5B contract vehicle for the procurement of a wide range of commercial-based, non-developmental boats and craft.

This MAC will include products such as utility boats, patrol boats, support vessels, non self-propelled barges, and other small craft and waterborne platforms. Additionally, larger floating structures like Auxiliary Personnel Lighters (APLs) and Auxiliary Floating Dry Docks (AFDMs) are planned under a separate full-and-open portion of the MAC.

The Navy intends to minimize proposal burdens at the base award level and enable efficient delivery order (DO) competitions for recurring, well-defined requirements. We are seeking to onboard a wide range of capable U.S. builders — including small businesses and large shipyards — and encourage interested parties across NAICS codes 336611 and 336612 to attend the Industry Day and ask questions.

While many of our existing builders may already be tracking this opportunity, we want to ensure this is known to as many qualified U.S. boat and shipbuilders as possible.
