About this file

This file is a PowerPoint presentation providing an overview of the Service Craft & Boats (SCB) Multiple Award Contract (MAC) by the U.S. Navy. The contract, with a ceiling of approximately $3.5B, will be structured as a 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) multiple-award contract with two competitive lots: Lot 1 is a Small Business Set-Aside for new construction of Navy and Foreign Military Sales (FMS) aluminum and steel boats, targets, and service craft, while Lot 2 is a Full and Open Competition for Navy service craft construction. The contract will enable parallel competition among multiple vendors, support small business growth, and allow pricing flexibility through delivery orders competed among lot-qualified MAC holders.

Key contract details include a planned RFP release in the 2nd Quarter of Fiscal Year 2026, with a minimum contract guarantee of $1,000 to facilitate broad vendor participation. The Navy intends to award to as many qualified sources as practicable, with delivery orders structured to include a base quantity plus options. Initial proposal requirements are limited, focusing on production facilities, past performance, and engineering rates. Delivery order selection will be based on best value or Lowest Price Technically Acceptable criteria, with the government reserving the right to add additional MAC holders through periodic competitions based on performance and market conditions.

Service Craft & Boats Multiple Award Contract (MAC) Overview 19 September 2025

Matt Warncke Assistant Program Manager

NAVSEA, PEO USC/PMS300G

U.S. Navy Boats and Combatant Craft Program Office

ACCELERATE | INNOVATE | DELIVER

Legacy PMS 300 Approach:

Historically awarded single-award, multi-year, multi-option, Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for each boat type.

Typically structured for 1–200+ boats over 3–5+ years.

Long acquisition lead time (Request for Proposal (RFP) development, staffing, reviews, legal, etc.).

Limited vendor participation once awarded.

Why the Service Craft and Boats (SCB) Multiple Award Contract (MAC)?

Streamlines contracting and reduces time to release RFPs (Request For Delivery Order Proposals (RFDOP) for this MAC) and award Delivery Orders (DOs).

Enables parallel competition among multiple vendors across different DOs Supports small business growth and new entrants, while maintaining relationships with proven performers.

Allows for options on DOs to minimize re-competition burden.

ACCELERATE | INNOVATE | DELIVER

Transitioning to the SCB MAC From Single-Award IDIQs to a Flexible MAC Structure Faster path to award = faster path to production = better outcomes for the Fleet and industry

Most DOs will include a Base + Options (e.g., 1-10 boats + options for 10-40+ more).

Separate RFDOPs for every individual boat are not expected.

This approach still provides predictability and production continuity for awardees.

Pricing Refresh Flexibility Unlike multi-year FFP IDIQs which lock in prices regardless of inflation, labor/material costs, or evolving technology, the MAC structure enables vendors to:

Adjust pricing during each proposal submission.

Reflect true market conditions and cost drivers more accurately.

Reduce the risk of long-term loss-leading or inflated front-loaded bids.

Why it matters Promotes fiscal realism and more competitive pricing over time.

Allows new entrants to join with fair, current pricing.

Benefits both government and industry – especially in volatile cost environments

Transitioning to the SCB MAC Predictable Delivery, Flexible Pricing

Acquisition Objective Contract ceiling ~$3.5B for wide range of U.S. Navy and FMS vessels using both Small Business Set-Asides and Full and Open Competition mechanisms.

Lot 1 – Small Business Set-Aside:

Scope: New construction of U.S. Navy and FMS aluminum and steel boats, targets, and service craft Examples (incl but not limited to): Patrol boats, oil spill response boats, maneuvering targets, FMS variants, YRBM, YC Lot 2 – Full and Open Competition:

Scope: New construction of U.S. Navy Service Craft and/or equivalent Examples: APL(S) and AFDM Program Contract Approach IDIQ Multiple-Award (# of boat builders to be determined) per FAR Part 52.216-27 10-year ordering, Firm Fixed Price (5 base, w/ 5 option years) Small Business Set-Aside for Lot 1 and Full & Open for Lot 2 A delivery order will be issued for each specific requirement RFP to be released 2nd QTR Fiscal Year (FY) 26 Execution Model:

DOs competed among Lot-qualified MAC holders CLIN structure will allow mixed funding (OPN, SCN, RDT&E, OMN, FMS, Other Customer) Most DOs planned to be structured with Base + Option quantities – allowing the U.S. Navy to award a DO for a base of 1 item (boat, service craft, etc.) and add up to X more via priced FFP options without the need to recompete Minimum Guarantee of $1,000 The Government intends to award to as many qualified sources as practicable in order to foster a robust, competitive industrial base and ensure flexibility in meeting future delivery order requirements. This nominal minimum guarantee is planned to facilitate broad vendor participation. The Government does not intend to limit the number of awards unless otherwise required by statute, regulation, or demonstrated resource constraints.

Contract Overview

To reduce barriers to entry, the initial MAC proposal submission requirements are limited in scope Vendors are not expected to submit comprehensive technical volumes or detailed cost breakdowns at this stage.

Further delivery orders will contain specific technical and pricing requirements appropriate to the scope of each effort.

Section L (Draft) Vol I: Technical Provide a narrative description and photographs of the production facilities that were used for construction of similar craft to the SCBs, and the manpower and facilities that will be used to construct the SCBs described under the solicitation If an Offeror has not built similar craft before, provide a description on how the Offeror would be able to build similar craft to the SCBs described under the solicitation

Draft Solicitation – Section L

Volume II: Past Performance and Experience Offerors shall provide an Executive Summary describing its company history, and teaming agreements, and significant subcontractor(s), if any. For the purposes of Past Performance, a “significant subcontractor” means any subcontractor that performed more than 30% of the contract value.

Offerors shall provide a narrative and also submit Past Performance and Experience which shall identify three (3) past performance references are for work that is relevant to the effort required by this Solicitation, completed within the past three (3) years from the date of the release of this Solicitation. Relevance is defined as a production effort of boats that are similar in size and performance characteristics as described in the Specification(s) (Exhibit A). The Government intends to evaluate the Offerors and any significant subcontractors’ relevant past performance in design and construction of boats similar to the boats that are the subject of the RFP requirement.

Offerors shall verify that the references provided are current, available, and will be responsive to Government inquiries. If several contracts are with the same Government activity or company, references from at least two different contracts from the same Government activity or company may be used. Each reference may be contacted and specifically asked to rate the areas of quality, schedule, and management. The Government reserves the right to contact any person or entity regarding the Offeror’s past performance, whether or not listed in the proposal as a reference or point of contact.

The Government will also use Contract Performance Assessment Reporting System (CPARS), SAM, the Better Business Bureau (BBB) database and/or information that is publicly available for Past Performance acceptability.

Volume III: Price Offerors shall complete the Engineering & Industrial Services rates table found in Note D of the Supplies or Services and Prices section of this solicitation. The proposed rates will be used to evaluate the offeror’s understanding of requirements and to assess price reasonableness. All other information relating to contract cost or pricing data shall be excluded from proposal submission.

This unpriced IDIQ MAC contract structure allows for fluctuations in pricing based on competitive market conditions by establishing firm fixed prices at the time of each delivery order award. In accordance with FAR 15.304(C)(1)(ii)(B), price or cost will be considered as one of the factors in the selection decision for each delivery order placed against the MAC.

Detailed cost or pricing data is not required under this solicitation. However, the Government may request clarification or supporting information if the submitted rates appear unreasonably high or low.

No award will be made unless the contracting officer makes an affirmative determination of responsibility. In the absence of information clearly indicating that the prospective Vendor is responsible, the contracting officer will make a determination of nonresponsibility. As part of this review, the Vendor shall submit the following -

1. Financial statements for your two most recently completed fiscal years and the most recent interim financial statement if available, inclusive of balance sheet, income statement, and cash flow statement (source & application statements). Footnotes should not be removed. These statements, if not compiled or audited by a CPA, must be certified by an officer of the company in accordance with DFARs 232.072-2(b) (1) (ii). The certification statement should state that to the best of your knowledge and belief, the financial data and accompanying notes to the financial statements are accurate and complete as prepared from the company’s general accounting records as of a certain date. This certification must be signed and dated.

2. Copies of your most current accounts payable and accounts receivable aging reports shown at 30, 60 and 90-day intervals.

3. Provide copies of any corporate or personal guaranty agreements and any unusually favorable creditor/vendor payment terms. If none, state none.

4. Financial reference letter from either your bank or a major supplier.

Delivery Orders

Selection Process:

While each Delivery Order is planned to be competitively awarded, they may include options enabling multiple boats and craft to be built and ordered over several years, based on platform needs and available budget. This approach allows for streamlined execution of Delivery Orders while providing industry the opportunity to update pricing during each competitive Delivery Order process.

RFP Package: The Government will typically provide the following to each IDIQ-MAC awardee:

The RFP/Solicitation will include the DO selection criteria, proposal due date and any other instructions necessary for proposal submission. If the Contracting Officer provides an oral solicitation, it shall be followed up in writing.

Technical documents necessary for proposal preparation and completion of work will be provided with the solicitation or will be made available with instructions for receipt included in the solicitation package/email. Typical technical documents include the scope of work, specifications and drawings (if required) and will convey.

At a minimum, each RFP package will include the deliverable schedule, applicable boat specific requirements, delivery location and selection criteria.

Timeline for Delivery Order awards ~30-45 days for industry to develop proposals ~30-75 days for the government to award after proposal receipt

Selection Criteria:

Selection will result in issuance of a DO award to the best value or Lowest Price Technically Acceptable proposal; in this context best value only conveys consideration of both price and non-price factors in DO selection.

Price and/or cost shall be considered in the issuance of each DO.

For fixed-price CLINs, a price analysis will be conducted in accordance with FAR 15.404-1. Prices for fixed-price work items will be analyzed to ensure fair and reasonable pricing.

Selection criteria will be tailored to the specific requirement.

The Government will keep submission requirements to a minimum and streamline the process as much as possible.

The Government is not obligated to obtain written technical proposals prior to issuance of a DO.

If a technical proposal is requested, typical evaluation factors include, but are not limited to:

a. Technical Capabilities

b. Past Performance (within and outside of the IDIQ-MAC) Upon receipt of proposals resulting in the issuance of a DO, the PCO reserves the right to perform any FAR/DFARS/NMCARS directed analysis of an offeror’s proposal and/or make any determinations regarding an offeror’s business systems.

Selection of Awardee for DO:

The Government is not obligated to discuss DO proposals with IDIQ-MAC holders prior to issuance of a DO.

The Government may discuss DO proposals with any number of IDIQ-MAC holders prior to DO issuance; engaging with all or any number of IDIQ-MAC holders (including only one IDIQ-MAC holder).

The Government will evaluate proposals and/or existing information available to the Government (e.g. price and past performance).

The Government will select the awardee based on the DO selection criteria provided with the DO RFP.

General:

IDIQ-MAC Awardees shall submit good faith proposals on all requirements under the IDIQ-MAC. If an IDIQ-MAC holder intends to decline submitting a proposal, the contractor shall notify the contracting officer within three (3) days of RFP release. Failure to do so will be considered in issuance of future orders.

The Government intends to provide a reasonable timeframe for proposal preparation. However, for urgent requirements, contractors may be asked and expected to submit proposals within a reasonable time.

Rolling admission for future additional IDIQ-MAC holders The Government reserves the right to determine whether it would be appropriate to announce a new competition for the purpose of adding additional IDIQ-MAC holders. Periodically, the government will assess the quality of performance by each IDIQ-MAC holder, the number, value and complexity of work assigned to each holder and amount of competition achieved. In addition, the government will assess the internal transaction cost for issuing each delivery order and whether revisions are needed to the scope of the Statement of Work (SOW). Based on these criteria and if it is in the best interest of the Government, the Procuring Contracting Officer (PCO) may announce a new competition to add additional IDIQ-MAC holders to this contract.
