About this opportunity
The U.S. Navy's Naval Sea Systems Command (NAVSEA) is conducting market research through a Request for Information (RFI) for a potential Service Craft and Boats (SCB) Multiple Award Contract (MAC) covering new construction of various aluminum and steel boats, targets, and service craft for U.S. Navy operations and Foreign Military Sales (FMS). The procurement encompasses a wide range of vessels including patrol boats, oil spill response boats, maneuvering targets, workboats, utility boats, support craft, tugs, barges, dive tenders, and force protection boats, with deliveries planned to Navy stock points in San Diego, CA and Williamsburg, VA, as well as other domestic and overseas fleet concentration areas. The contract will utilize an Indefinite Delivery/Indefinite Quantity (IDIQ) structure with Request for Delivery Order Proposals (RFDOPs) to streamline execution, and delivery orders will be evaluated using either best value or Lowest Price Technically Acceptable criteria. The procurement timeline includes a draft RFP release in the 1st quarter of FY26, final RFP in the 2nd quarter of FY26, and anticipated contract award in the 3rd quarter of FY26. However, the originally scheduled Industry Day for October 15, 2025 has been postponed due to a government shutdown, and the RFI response deadline was October 14, 2025.
The procurement is structured with two lots: Lot 1 designated as a Small Business Set-Aside for new construction of aluminum and steel boats, targets, and service craft, while Lot 2 operates under Full and Open Competition for U.S. Navy Service Craft and FMS equivalents. The contract carries an approximate total value of $3.5 billion with a 10-year ordering period consisting of 5 base years and 5 option years, utilizing Firm Fixed Price terms. The Navy plans to award multiple contracts to foster a competitive industrial base, with each contract including a minimum guarantee of $1,000. The IDIQ structure will enable multi-boat orders over several years with flexibility for pricing adjustments and options. No current incumbents or contractors are specifically identified in the documentation, as this represents preliminary market research for a new acquisition approach to streamline the Navy's boat procurement process.
