About this file

This is a Request for Information (RFI) from the U.S. Navy's Naval Sea Systems Command (NAVSEA) for a potential 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) Service Craft and Boats Multiple Award Contract (MAC) valued at an estimated $3.5B. The procurement will cover new construction of steel and aluminum boats, targets, and service craft for U.S. Navy and Foreign Military Sales (FMS), with deliveries planned to Navy stock points in San Diego, CA and Williamsburg, VA, as well as other CONUS and OCONUS fleet concentration areas.

The MAC will be structured with two competitive lots: Lot 1 is a Small Business Set-Aside for new construction of aluminum and steel boats, targets, and service craft (including patrol boats, oil spill response boats, and maneuvering targets), while Lot 2 is a Full and Open Competition lot for new construction of U.S. Navy Service Craft and/or FMS equivalents. The contract will utilize Request for Delivery Order Proposals (RFDOPs) to streamline execution, with potential multi-year ordering options. Key boat types include workboats, oil spill response boats, naval special warfare surface support craft, dive support boats, force protection boats, and high-speed maneuvering surface targets. The RFI is open to all interested parties, with responses requested by 1400 EST on 14 October 2025, and an anticipated contract award in the 3rd quarter of FY26.

PMS 300 Service Craft and Boats (SCB) Multiple Award Contract (MAC)

Solicitation Number: N00024-26-R-2200

Agency: Department of the Navy

Office: Naval Sea Systems Command

Location: NAVSEA HQ

Synopsis:

DISCLOSURE:

This is a Request for Information (RFI) notice only. This is not a Request for Proposal (RFP), nor is a formal solicitation available at this time. This RFI is for informational planning purposes and not to be construed as a commitment by the Government to issue an RFP, contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense.

This RFI is open to all interested parties both foreign and domestic. Should an RFP for production be issued, boat designs which originate outside the U.S. can be permitted if the prime contractor can meet all domestic United States manufacturing and solicitation requirements.

Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.

Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. No specific information is required in response to this RFI;

however, interested parties may respond and indicate interest as desired.

PURPOSE:

The overall objective of this RFI is to provide industry and interested parties with information that will assist with understanding the current technical requirements for a potential Service Craft and Boats Multiple Award Contract (MAC) for steel and aluminum boats, targets, & service craft for U.S. Navy and Foreign Military Sales (FMS) including those listed below. Additionally, feedback on the proposed contract type is highly encouraged to ensure alignment with industry capabilities and expectations.

The U.S. Navy is considering awarding a 10-year IDIQ in FY26 for an estimated $3.5B for these boats and craft, delivered to Navy stock points in San Diego, CA; Williamsburg, VA, as well as other CONUS and OCONUS fleet concentration areas. The proposed MAC strategy will support acquisition of a wide range of U.S. Navy and FMS (including crew familiarization, reactivations, spares, etc.) vessels utilizing Small Business Set-Aside and Full and Open Competition mechanisms. There will be two lots:

Lot 1 – Small Business Set-Aside:

▪ Scope: New construction of U.S. Navy and FMS aluminum and steel boats, targets, and service craft

▪ Examples (incl but not limited to): Patrol boats, oil spill response boats, maneuvering targets, FMS variants, YRBM, and YC

Lot 2 – Full and Open Competition:

▪ Scope: New construction of U.S. Navy Service Craft and/or FMS equivalent

▪ Examples: APL(S) and AFDM

The MAC will utilize Request for Delivery Order Proposals (RFDOPs) to streamline execution.

While each Delivery Order is planned to be competitively awarded, they may include options enabling multiple boats and craft to be built and ordered over several years, based on platform need and budget. No specific information is required in response to this RFI; however, interested parties may respond and indicate interest as desired.

Aluminum HSMST

8m RIB air and/or foam flotation collars variants

Gasoline or diesel powered outboard engines

Sustain (40+) knots in Minimum Operating Condition in sea state three (3) which is 15 knots sustained wind speed with 4 ft significant wave height

The HSMST craft is designed to allow for towing of another HSMST. They are also used to tow other non-self-propelled seaborne targets such as Low-Cost Modular Targets (LCMT) and Polyethylene Tow Target (PETT).

Aluminum HSMST-s 7m

RIB

Gasoline or diesel powered outboard engines

Sustain (30) knots in Minimum Operating Condition in sea state two (2) which is 10 knots sustained wind speed with 1.5 ft significant wave heigh

HSMST-s has reduced speed/performance, operational capabilities and durability requirements in an effort to reduce overall procurement cost due to the expendable nature of targets. HSMST-s are not designed to tow other targets. They are also not required to have a flotation collar installed which reduces the stability and durability of the target
