About this opportunity
NAVSUP FLC Pearl Harbor seeks weekly sanitary holding tank pumping and disposal services for Commander Navy Region Hawaii Federal Fire Department, with proposals due May 20, 2026. This procurement is a Total Small Business set-aside.
Place of performance is the Federal Fire Department Training Ground at Building 17902H Worcester Avenue on Hickam Air Force Base, Hawaii, with normal operations Monday through Friday, 0700–1600, excluding federal holidays. The work covers two 1,000-gallon holding tanks (2,000 gallons total) at a 40-foot container restroom facility serving facilities on Oahu and the Pacific Missile Range Facility on Kauai. The contractor must provide all labor, materials, equipment including pump truck, supervision, and transportation.
The contractor must conduct an initial system inspection within the first 30 calendar days documenting tank condition, integrity, piping, access lids and manholes, high-level alarms, vent pipes, and safe pump truck access. Weekly pumping must completely evacuate all wastewater with volume recorded at each visit. All collected sewage must be transported to a licensed waste treatment facility in compliance with EPA and State of Hawaii regulations. If discharging into the Navy wastewater treatment system, the contractor must obtain an Industrial Wastewater Pre-Treatment Permit (OPC6R) from NAVFAC Hawaii and submit monthly wastewater discharge logs. Performance thresholds require 95 percent delivery and compliance for both inspection and pumping services. All contractor personnel must be U.S. citizens or nationals and obtain DBIDS credentials and base passes; no security clearance is required. This is a new requirement with no incumbent.
The contract structure comprises a base year (May 28, 2026 to May 27, 2027) plus four one-year option periods extending through May 27, 2031, priced monthly on a firm-fixed-price basis. The NAICS code is 562991, Septic Tank and Related Services. Amendment 3 reopened the solicitation with the May 20, 2026 deadline; prior quotes remain under consideration if pricing unchanged.
