Update #4 ·

The purpose of this solicitation amendment is to answer questions from industry.

I wanted to know is it possible to have my contractor to view the scope of work Wednesday at your facility?

You may come to the location at your convenience. All visitors must check in with Police services. There will be no VA POC to meet with you outside of the scheduled site visit.

Is this still a requirement for this solicitation, Services (excluding construction): The contractor will not pay more than 50% of the amount paid by the government to firms that are not VIP-listed SDVOSBs or VOSBs. Yes, This requirement still applies as Limitations on Subcontracting is still applicable to this requirement.

Update #3 ·

The purpose of this solicitation amendment is to answer questions from industry.

I just wanted to reach out to you and ask you how would like the proposal submitted?

Please see the Quote Preparation Instructions on Page 29 of the solicitation document for the items that the Government requires in your response. The format chosen is up to the vendor as long as the vendor ensures that all bullets and sub-bullets for all sections, administrative, price, technical, past performance, and veterans involvement are answered. All Quotes shall be sent to Josh Kovar Joshua.Kovar@VA.gov via email by the solicitation deadline.

How will additional credit be awarded to SDVOSB contractors?

There is no defined % of credit, so we cannot provide that information to potential quoters. Presuming a quoter is an SDVOSB, they will be receiving evaluation consideration which will be factored into the total evaluation of the quote based on all of the evaluation criteria stated in the RFQ and in accordance with the comparative evaluation process. It s subjective, just as it is with the other non-price evaluation factors and is based on the quoter s response to each evaluation factor.

This requirement was rebid after earlier pricing was deemed excessive. What pricing for five years would the DVA consider to be fair and reasonable?

The Government has an Independent Government Cost Estimate (IGCE) which is derived by factoring multiple sources including but not limited to market research quotes, historical pricing, GSA catalogues, GWAC contracts, and other considerations. The IGCE is for Official Use Only and will not be provided to outside sources.

What is the Government Estimate over which the solicitation will again be withdrawn?

Please see response to Question #3.

Can you please clarify the difference in Solicitation Numbers or whether we need to resubmit our proposal under 36C25024Q0653 instead of the previous Solicitation Number 36C25024Q0402?

A Notice of Non-Award was posted for solicitation 36C25024Q0402 on Amendment #10. The new solicitation is 36C25024Q0653 for this requirement. Yes, you will need to submit a new package for solicitation 36C25024Q0653.

Were you guys wanting both the interior and exterior windows to be cleaned or just the exterior?

The requirement is to clean just the exterior of the windows.

if there was a specific way you wanted the proposal to be written out?

Please see Question #1 above.

Can you please send me the link as we are not seeing it in the system?

SAM.gov

or

Is the use of a water-fed pole an acceptable method of cleaning the windows?

Users can use this method; however, they should ensure that an adequate water source is nearby as all buildings may not have access to an exterior water source.

Are the screens in the windows expected to be clean or is the main focus on cleaning the windows behind the screens? i know another company asked if they had to be removed and your answer was "some of them are too old and cant be removed". Just want to confirm if they are needing cleaned.Â

Just the windows are to be cleaned.

I was told this contract was only awarded to veteran owned businesses. Can you please let me know if this is true?
