About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 5 (VISN 5) is soliciting quotations for Regulated Medical Waste (RMW) and Sharps Disposal Services through Request for Quotation 36C24526Q0099. The solicitation seeks a single-award Firm Fixed Unit Price Blanket Purchase Agreement to provide comprehensive medical waste management services, including labor, packaging, collection, removal, transportation, and disposal of approximately 1 million pounds of regulated medical waste annually across eight VA Medical Centers and 29 Community-Based Outpatient Clinics located in Maryland, Washington DC, West Virginia, Virginia, Kentucky, and Ohio. Contractors must be licensed and permitted in all applicable states, hold U.S. DOT Special Permit 16279, maintain appropriate insurance coverage, and possess at least five years of operational history in medical waste management. The government will evaluate quotations using comparative evaluation methodology under FAR 12.203, with performance standards monitored through a Quality Assurance Surveillance Plan covering container exchanges, waste removal timeliness, monthly reporting compliance, and invoice accuracy. The original quote submission deadline was January 29, 2026, but has been extended to February 4, 2026, at 2:00 PM Eastern Time (Amendment 0004), with vendor questions due by January 13, 2026, at 10:00 AM Eastern Time.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a tiered evaluation process that prioritizes SDVOSB vendors, followed by Veteran-Owned Small Businesses (VOSB) and other Small Businesses under VAAR 819.7010. No incumbent contractor information is identified in the solicitation materials. The contract includes a base year with four optional years and covers medical waste disposal services commencing April 1, 2026, with an estimated annual waste volume of approximately 10 million pounds across all VISN 5 facilities. The extensive scope includes management of specialized waste streams such as cultures and stocks, pathological waste, research waste, human blood products, sharps, isolation waste, trace chemotherapy waste, and scintillation fluid, with waste collection frequencies ranging from monthly to five times per week depending on facility requirements. Services will be performed across multiple states, with specific facilities in Maryland, Washington DC, West Virginia, Virginia, Kentucky, and Ohio requiring adherence to state-specific regulatory requirements and facility-level operational procedures including on-site collection services at Baltimore and Washington DC VAMCs and DOT-compliant hazardous materials training for approximately 400 staff members across all shifts.
