About this file

This is Amendment 0003 to a Request for Quotations (RFQ) for regulated medical waste and sharps disposal services across the Department of Veterans Affairs VISN 5 network. The amendment clarifies evaluation methodology for tiered evaluations in accordance with VAAR 819.7006(c), establishing that if the contracting officer receives only one acceptable offer at a fair and reasonable price from an eligible certified Service-Disabled Veteran-Owned Small Business (SDVOSB) listed in the SBA certification database, award shall be made at that tier. If no acceptable offers are received from eligible SDVOSBs, the contracting officer shall proceed according to Section E.8 of the solicitation, which describes evaluation procedures for Veterans-Owned Small Businesses and other small businesses.

The solicitation seeks a single-award firm fixed unit price Blanket Purchase Agreement (BPA) with an ordering start date of April 1, 2026, for disposal services covering eight VAMCs and 29 CBOCs across multiple states (Maryland, District of Columbia, West Virginia, Virginia, Kentucky, and Ohio). The RFQ response deadline remains February 3, 2026, at 10:00 AM Eastern Time, with questions due by January 13, 2026. The contracting office is located in Clarksburg, West Virginia, and the primary point of contact is Contracting Officer Darren G. Morris (darren.morris2@va.gov). This is a SDVOSB set-aside with Product Service Code S222 and NAICS Code 562211, and all other terms and conditions from previous amendments remain unchanged.
