About this opportunity

The Department of Agriculture Forest Service is soliciting quotations for roadway surface blading and grading services on the Mark Twain National Forest through solicitation number 12444526Q0014. The procurement covers three primary service categories: surface blading maintenance using motor graders to re-establish proper road crown and slope with a minimum of five passes, culvert installation and replacement using corrugated metal pipe or HDPE materials, and crushed aggregate supply in five size classifications. Contractors must demonstrate ownership or lease-access to at least one motor grader and one qualified operator per district for which they bid, and must be able to perform work during specified spring (May 1-July 1) and fall (September 1-November 1) blading seasons. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, requiring offerors to receive an "Acceptable" rating on two non-cost factors: Technical Capability and Past Performance. The solicitation closing date was extended to April 3, 2026 at 5:00 P.M. EST, with submissions required via email to Michael J. Wheelock in three separate documents including a technical proposal, price proposal, and representations and certifications.

This is a total small business set-aside under NAICS code 237310 with a $45.0 million size standard, and the Government intends to make multiple awards on a district-by-district basis across eight ranger districts and units: Salem, Houston-Rolla, Potosi-Fredericktown, Poplar Bluff, Eleven Point, Ava, Cassville, and Willow Springs. The IDIQ contract carries a guaranteed minimum of $2,500.00 and a maximum of $5,000,000.00 for the life of the contract, with estimated service quantities ranging from 50 to 150 miles for surface blading, 30 linear feet for culvert work, and 15 tons for aggregate materials per district annually. The base contract period runs from May 1, 2026 through April 30, 2027, with four optional one-year extension periods through April 30, 2031, and the ordering period extends through April 30, 2031. Performance will occur across 22 Missouri counties with the primary location at Gainesville, MO 65655, and contractors must comply with Service Contract Act wage standards, Migrant and Seasonal Agricultural Worker Protection Act requirements, and various federal employment and safety regulations. Offerors are not required to bid on all eight districts but may submit pricing for one, several, or all districts, provided they price all line items within each district for which they bid.
