About this file
This is a Solicitation Amendment that modifies Solicitation Number 12444526Q0014 issued by the United States Forest Service (USFS), PROPS East Zone, located in Atlanta, Georgia. The amendment extends the solicitation closing date from March 27, 2026 to April 3, 2026 at 5:00 P.M. EST and revises submission instructions, evaluation criteria, and corrects technical discrepancies in the original solicitation.
The revised solicitation establishes an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a guaranteed minimum of $2,500.00 and a maximum of $5,000,000.00 for the life of the contract. The Government may make multiple awards on a district-by-district basis from eight (8) available districts. Offerors are not required to submit pricing for all districts but may bid on one, several, or all eight districts, provided they price all line items within each district for which they bid. Awards will be made to the responsible offeror(s) whose quote is determined to be Lowest Price Technically Acceptable (LPTA) for each specific district. To be rated technically acceptable, offerors must demonstrate ownership or lease-access to at least one motor grader and one qualified operator per district bid. The ordering period extends through April 30, 2031, aligning with the final option year. The point of contact is Michael Wheelock at Michael.Wheelock@usda.gov.

AMENDMENT OF SOLICITATION
The purpose of this amendment is to revise the submission instructions, award criteria, and technical discrepancies in Solicitation 12444526Q0014.
1. Extension of Closing Date:
The solicitation closing date is hereby extended from 03/27/2026 to 04/03/2026 at 05:00 P.M. EST local time.
2. Revised Submission and Award Instructions (Page 9, Paragraph b):
Paragraph (b) is deleted in its entirety and replaced with the following:
"The Government may make multiple awards from this solicitation. Offerors are not required to submit pricing for all districts. Offerors may submit a quote for one, several, or all eight (8) districts. To be considered for a specific district, an offeror must provide pricing for all line items within that specific district (e.g., to bid on Salem, items 5.1.1 through 5.1.13 must be priced)."
3. Revised Evaluation Criteria (Page 13, FAR 52.212-2):
The evaluation section is updated to clarify the LPTA process for the potential of multiple awards:
mailto:Michael.Wheelock@usda.gov
"Award(s) can be made on a district-by-district basis to the responsible offeror(s) whose quote is determined to be the Lowest Price Technically Acceptable (LPTA) for that specific district. To be rated 'Technically Acceptable,' the offeror's technical proposal must demonstrate ownership or lease-access to at least one (1) motor grader and one (1) qualified operator per district bid."
Correction of Technical Discrepancies:
IDIQ Minimums (Page 20/21): The guaranteed minimum for the life of any resulting contract is established as $2,500.00. The maximum is $5,000,000.00.
Ordering Period (Page 20): Clause 52.216-18(a) is revised to show the ordering period ends on 04/30/2031 to align with the final option year.
Units of Measure (Page 5): Items 5.4.3 and 5.4.4 for Poplar Bluff are revised from "Each" to "L.F." to maintain consistency with all other districts.
All other terms and conditions remain unchanged.
