STATEMENT OF WORK

SURFACE BLADING:

EQUIPMENT SPECIFICATIONS: The equipment to be used for surface blading and/or ditch pulling shall be a motor grader, self-propelled, tandem drive, with a moldboard not less than twelve (12) feet in width. Skid steer or dozer with 6-foot blade can be used for outlets.

This work shall consist of surface blading of the road traveled way and shoulders with a motor grader to re-establish a crown or slope on the road. Incidental cleanup and drainage work will be required by cleaning and reshaping ditch lines to a minimum of 1 foot and outlet ditches.

Surface blading shall include a minimum of five (5) passes on all roads. The full length and width of the road surface is one pass, for both single lane and double lane roads.

The roadbed, including turnouts, shall be shaped to reasonably conform to the typical sections existing on the ground. When necessary, scarification will be used to eliminate ruts and potholes or to otherwise loosen the surface. On rutted or corrugated roads, additional passes may be required to remove ruts and corrugations. The contractor shall maintain the traveled way width as existing.

All fallen trees, limbs, or other obstructions within the roadway clearing width (which is identified from tree line to tree line) and roadway ditch line, at the inlet and outlet of culverts or in the outlet ditches shall be removed and disposed of outside of the tree line. This will consist of, but not limited to, removing loose rocks over three (3) inches in diameter from the roadway after blading operations and cleaning culvert inlets, outlets and catch basins to previously constructed lines so that the flow of water to and from the culvert is not impeded. Contractors will be responsible for removing obstructions including standing trees in the roadway ditch lines and outlet ditches that the motor grader does not remove. All water features including dips, ditches and outlets shall be cleaned out. This includes all vegetation, roots, stumps, leaves and all other debris. This material can be disposed of at the end of the outlet ditches, so the flow of water is not impeded. No leaves or debris shall be piled up on the shoulder and should be removed by disposing through the outlet ditches. If any pile of debris within the clearing limits cannot be removed, then the pile must be leveled to lie within less than 1’ foot of the existing grade. This is considered incidental to surface blading, unless directed otherwise by COR.

Surface blading shall be done by pulling the road surface material from both shoulders of the road to the center. The shoulders of the road will be bladed from the top of the in-slope on each side of the road to allow road to drain into the ditches. The material shall then be graded across the entire surface of the road, leaving a crown in the road. Roads graded by this method shall be free of loose stones over three (3) inches in diameter and have no encroachment from the shoulders. No accumulation of over-sized rock, sod or debris will be permitted on the roadway or shoulders. All usable material shall be incorporated on road. Only with COR approval will it be permissible to grade unusable material from roadways. In no case will unusable material be disposed of on fenced or open private land. Out sloped road segments shall be graded from the high side to the low side and back to the high side leaving no crown in the road. No accumulation of unusable material will be permitted on the roadway or shoulders.

All roads that have ditch lines (maintain at least 1-foot-deep ditch) shall be pulled and outlet ditches cleaned out, so water drainage works properly. Roads that have suffered damage due to outlet ditch failure shall have the ditch line leading into the outlet pulled and the outlet ditch reopened to allow water to drain. Blading shall be completed to allow surface water to drain directly into the roadside ditches without interruption by berms or windrows of excess surface material. This is considered incidental to surface blading, unless otherwise directed by COR.

All drainage dips and outlet ditches shall be maintained with sufficient depth and width to adequately drain the roadway and in no case will they be removed or filled in. The lower ends shall be shaped to adequately drain away from the roadway. Drainage dips shall be maintained so that traffic flows smoothly with no abrupt up or down motion. This is considered incidental to surface blading, unless otherwise directed by COR.

SAFETY: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. Roads shall remain passable to traffic during the Contractor's operations. Flashing signals and a reflectorized slow moving vehicle emblem shall be installed on all slow-moving equipment (i.e., road graders, tractors, trucks, etc.) working on the roadway so that they are visible to oncoming traffic. The Contractor shall post warning signs on both ends of the section of the roadway being worked to warn road users of the work in progress. Signs shall be of the size, number, and colors as required in Section 6B-25 of the current edition of the "Manual on uniform Traffic Control Devices." Signs will be moved as needed so that a sign does not precede or lag machinery by more than one mile. Signs shall be posted only when machinery is working. All work shall be scheduled so that at the end of a day's work, the road is passable for the type of traffic normally using the road. Road Maintenance segments will generally not be permitted to exceed one (1) mile intervals on through or collector roads and two (2) mile intervals on dead-end roads. No berms or windrows of material shall be left on a road overnight. If it is necessary to leave a berm on the roadway overnight it shall be properly signed as a hazard and visibly illuminated at night (See Manual of Uniform Traffic Control Devices, Section 6E-5, Lighting Devices).

CULVERT INSTALLATION/REPLACEMENT:

EQUIPMENT SPECIFICATIONS: The equipment to be used for culvert installation and or replacement shall be a backhoe loader or excavator.

Excavate trenches in natural ground to permit satisfactory joining of the culvert sections and thorough tamping of the bedding material under and around the culvert. Excavate trenches to a minimum width equal to the culvert diameter plus 2 feet. Native material, free from rocks greater than 3” in diameter, will be placed around the pipe and compacted. The top of the culvert will have no less than 1 foot of compacted fill placed over the culvert and will be uniform with the road surface. No dips in the fill material will be allowed. Contractor is responsible for removal and disposal of culverts off Forest Service property. This is considered incidental to culvert installation or replacement, unless otherwise directed by the COR.

Culverts will be skewed 30%, where obtainable to allow for proper drainage. Deviation of skew must be approved by the COR prior to placing the culvert. Ensure that the final installed alignment of all culverts allowing no reverse grades and does not permit horizontal and vertical alignment to vary from a straight line from center of inlet to center of outlet by more than 2 percent (%) of culvert center length or 1.0 feet, whichever is less. Retrenching the outlet ditch to allow drainage away from the outlet of the culvert may be necessary. This is considered incidental to culvert installation or replacement, unless otherwise directed by the COR.

Corrugated metal culvert shall be new in condition, 0.064” in thickness and approved by the COR prior to placing them in the roads. Culverts will be American made. Culverts that do not comply will be removed and replaced at the expense of the contractor.

High-density polyethylene (HDPE) Culverts shall be new in condition and installed according to pipe manufacturer’s specifications. Culverts will be American made. Culverts that do not comply will be removed and replaced at the expense of the contractor. The Contractor shall follow all State and Federal regulations, including OSHA guidelines. The contractor is responsible for contacting dig-rite before excavation begins.

SAFETY: The Contractor shall exercise due caution and care when working to prevent undue conflict with public users of roads. One half the road shall remain passable to traffic during the Contractor's operations. Flashing signals and a reflectorized slow moving vehicle emblem shall be installed on all slow-moving equipment (i.e., road graders, tractors, trucks, etc.) working on the roadway so that they are visible to oncoming traffic.

AGGREGATE PLACEMENT:

EQUIPMENT SPECIFICATIONS: The equipment to be used for aggregate placement shall be dump trucks. Pup trailers are permissible.

This work shall consist of delivery and tailgate spreading (gradation to be specified) aggregate to the locations determined by the COR. The depth, width and length of the aggregate spread shall be determined by the COR prior to aggregate being delivered to the roads. Aggregate shall be spread in uniform layers. Excess material shall be spread to conform to the beginning and ending of previous loads that have been placed on the road. Crushed aggregate shall comply with Missouri Standard Specifications for Highway Construction, Section 310.2 and specifically to Section 1006, Grade B. Weight tickets for each load of crushed aggregate will be provided to the COR prior to final inspection. COR will need to approve aggregate source before placing it on project site. Contractors will need to work with the Forest Service to obtain source approval for lead contaminated aggregate were applicable. The Forest Service has developed specifications to prevent hazardous materials (from naturally occurring minerals) from being placed onto National Forest System Lands. Any aggregate sourced from the following counties in Missouri, must be lead tested: Crawford, Dent, Shannon, Washington, Iron, Reynolds, Madison, St. Francois, St. Genevieve, and Bollinger Counties. All these Counties fall into the Salem District and the Potosi-Fredericktown District only. The Contractor shall work with the COR in these districts/counties to ensure that the proper Aggregate lead testing has been done before aggregate is placed on project site.
